  TITLE OF BILL: An act to direct the commissioner of the office of general services to erect a monument to be known as the "New York state Holocaust memorial"   PURPOSE: To provide for a memorial for the victims of the Holocaust and to educate the public about the history of the Holocaust and the dangers of antisemitism, racism, and all manifestations of intolerance.   SUMMARY OF PROVISIONS: Section 1. Directs the Commissioner of the Office of General Services to erect a monument on the grounds of the Governor Nelson A. Rockefeller Empire State Plaza which will memorialize all victims who lost their lives in the Holocaust. The monument shall be known as the ("New York State Holocaust Memorial"). Section 2. The commissioner of the office of general services shall solicit from organizations who provide Holocaust remembrance services, ideas or suggestions for the design, programming and location of such monuments. Section 3. States the effective date   JUSTIFICATION: The Holocaust was a systematic, state-sponsored persecution carried'out by the Nazi regime, its allies, and collaborators, leading to the deaths of millions. This monument aims to honor the victims and pay tribute to those who survived the atrocities of the Holocaust. It is intended to offer visitors an opportunity to reflect on the lessons learned from this dark chapter in history and to inspire them to uphold their respon- sibilities as members of society, fostering the strength to stand against injustice and intolerance.   LEGISLATIVE HISTORY: New Bill.   FISCAL IMPLICATIONS: To Be Determined.   EFFECTIVE DATE: This act shall take effect immediately.
