TITLE OF BILL:
An act to amend the village law and the public officers law, in relation
to qualifications to hold the position of assistant village engineer in
the village of Croton-on-Hudson
 
PURPOSE OR GENERAL IDEA OF BILL:
The purpose of this legislation is to remove the requirement that is
needed to be a resident of Westchester County to become and assistant
village engineer in the village of Croton-on-Hudson.
 
SUMMARY OF PROVISIONS:
Section 1: Adds a new subdivision 26 to section 3-300 of the Village
Law, which states that the village of Croton-on-Hudson may, by resol-
ution, provide that the office of assistant village engineer may be held
by a person that resides in Westchester County or an adjoining county
within NYS.
Section 2: Adds a new subdivision 76 to section 3 of the Public Officers
Law. In the village of Croton-on-Hudson, Westchester County, provisions
requiring a person to be a resident of the political subdivision or
municipal corporation shall not prevent a person from holding the office
of assistant village engineer if such person is residing within West-
chester County or an adjoining county within NYS.
Section 3: Establishes the effective date.
 
DIFFERENCE BETWEEN ORIGINAL AND AMENDED VERSION (IF APPLICABLE):
This adds Dutchess County as an additional option.
 
JUSTIFICATION:
Currently, in the village of Croton-on-Hudson, when selecting a candi-
date for assistant village engineer, such candidate must be a resident
of the village. This legislation will remove that requirement by expand-
ing the residency requirement to include residents within Westchester
County, and all adjoining New York State counties. This legislation will
expand the pool of eligible applicants, thereby increasing the number of
well qualified and experienced people that can pursue such position.

This is new legislation.
 
FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS:
There are no fiscal implications associated with the passage of this
legislation.
 
EFFECTIVE DATE:
This act shall take effect immediately.
