TITLE OF BILL:
An act to amend the public authorities law, in relation to authorizing
the dormitory authority to provide construction services to Erie County
 
PURPOSE OR GENERAL IDEA OF BILL:
Authorize DASNY to provide planning, design, procurement, and
construction management services to Erie County.
 
SUMMARY OF PROVISIONS:
Section 1: Amends paragraph (b) of subdivision 2 of section 1676 of the
public authorities law by adding a new undesignated paragraph.
Section 2: Amends subdivision 1 of section.1680 of the public authori-
ties law by adding a new undesignated paragraph.
Section 3: Establishes the effective date.
 
JUSTIFICATION:
Currently, DASNY's ability to provide finance, construction, procure-
ment, and design services, is limited to those entities or projects that
are explicitly authorized by the Legislature. This proposal seeks to
afford Erie County, if they elect to do so, to utilize DASNY's services.
Erie County is in need of assistance for storm/disaster-related ecologi-
cal restoration efforts, which includes funding from local, state, and
federal sources. DASNY has successfully completed thousands of projects
across the State and has demonstrated expertise in overseeing a multi-
tude of construction projects, including environmental review and
compliance, cost control analysis, building code compliance, and state-
of-the-art analytical tools that assist in the management of
construction schedules to ensure the timely completion of projects that
are within budget and code complaint.
