  TITLE OF BILL: An act to amend the public service law, in relation to requiring gas and electric corporations to provide forty-five days' notice to customers whenever there is a service rate or charge increase   PURPOSE OR GENERAL IDEA OF BILL: The purpose of this bill is to notify customers when their utility rate will increase.   SUMMARY OF SPECIFIC PROVISIONS: Section 1 amends the public service law to require any rate or charge increase imposed by a gas and electric corporation to be accompanied by a notice to each customer at least forty-five days in advance. Section 2 states that this act shall take effect immediately.   JUSTIFICATION: Customers have seen significant rate increases in their utility bills without receiving notice, creating potentially emergency situations for those already living paycheck to paycheck.
