TITLE OF BILL:
An act to amend the public service law, in relation to requiring gas and
electric corporations to provide forty-five days' notice to customers
whenever there is a service rate or charge increase
 
PURPOSE OR GENERAL IDEA OF BILL:
The purpose of this bill is to notify customers when their utility rate
will increase.
 
SUMMARY OF SPECIFIC PROVISIONS:
Section 1 amends the public service law to require any rate or charge
increase imposed by a gas and electric corporation to be accompanied by
a notice to each customer at least forty-five days in advance.
Section 2 states that this act shall take effect immediately.
 
JUSTIFICATION:
Customers have seen significant rate increases in their utility bills
without receiving notice, creating potentially emergency situations for
those already living paycheck to paycheck. New Yorkers deserve to be
informed in advance If their utility bills are increasing to ensure they
have time to plan and budget for the new expenses.
