An act to amend chapter 837 of the laws of 2022, amending the real prop-
erty actions and proceedings law relating to authorizing special
proceedings to convey title to abandoned commercial and industrial real
property to a city, town, or village, in relation to the effectiveness
thereof
PURPOSE OF THE BILL:
This bill would extend Article 19-B of the real property actions and
proceedings law. Summary of Provisions:
Section 1 of the bill extends, until June 30, 2028, the sunset date of
Article 19-B of the real property actions and proceedings law, which
authorizes special proceedings to convey title to abandoned commercial
and industrial real property to a city, town, or village.
Section 2 of the bill provides for an immediate effective date.
JUSTIFICATION:
This bill extends Article 19-B of the real property actions and
proceedings law, which provides a mechanism by which a special proceed-
ing may be brought to convey title to abandoned commercial and indus-
trial real property to a city, town, or village. This special proceeding
has been successfully used by localities statewide to reduce blight, and
it should continue to exist as localities address these problems.
