TITLE OF BILL: An act authorizing AngelDocs to file an application
for a real property tax exemption with the New York city department of
finance
 
PURPOSE OR GENERAL IDEA OF BILL: This bill will authorize the NYC
Dept. of Finance to accept an application from Angeldocs Inc. a not-for
profit corporation, for exemption from real property taxes pursuant to
section 420-a of the real property tax law 2010 assessment roles for the
parcel the own at 195-39 Hillside Ave. in Queens.
 
SUMMARY OF SPECIFIC PROVISIONS: § 1: will authorize the NYC Dept. of
Finance to accept an application from non-profit corporation Angeldoc
Inc. for exemption from real property taxes pursuant to section 420-a of
the real property tax law 2007, 2008, 2009, and 2010 assessment roles
for the parcel the own at 195-39 Hillside Ave. in Queens. If this
application fulfils the requirements and is accepted by the NYC Dept. of
Finance, the taxable status would be changed. If exemption is granted it
is at the sole discretion of the City of New York whether it will refund
any taxes paid or cancel taxes, fines, penalties, or interest remaining
unpaid.
§ 2: This act shall take effect immediately.
 
JUSTIFICATION: AngelDocs, Inc. is a 501c-3, not-for-profit human
services organization established to utilize education, advocacy, coun-
seling and responsive intervention to accomplish positive health goals
for individuals and communities, especially women and children. Formally
incorporated in January 2003, AngelDocs was born in 1998 out of an all
volunteer team development program visiting West Africa to help address
the Obstetric Fistulae, HIV/AIDS epidemic and other public health
concerns. The team was headed by Dorothy Ogundu, MD a resident of Queens
and the founder of AngelDocs. Local and international directed programs
were incorporated upon her return to Queens, as Dr. Ogundu noted that
some of the health statistics here in her backyard, South Queens rivaled
the statistics the taskforce she headed tried to ameliorate in West
Africa.
Angel Docs, acquired property (Sec.16, Blk 10590, Lot 230) at 195-39
Hillside Ave. in Queens and an application from exemption was filed in
2007.
Angel Does Inc. is a tax exempt corporation under the Internal Revenue
Code, Section 501 (c) (3) and corresponding state and local codes. It is
intended by this bill to undo the hardship suffered by this non-profit
organization due to the imposition of real property taxes described
above.
 
PRIOR LEGISLATIVE HISTORY: 03/07/12 referred to real property taxa-
tion 04/13/12 enacing clause stricken
 
FISCAL IMPLICATIONS: If exemption is granted it is at the sole
discretion of the City of New York whether it will refund any taxes paid
or cancel taxes, fines, penalties, or interest remaining unpaid.
