  TITLE OF BILL: An act to amend the highway law, in relation to designating a portion of the state highway system as the "Corporal Nicholas K. Uzenski Memorial Highway"   PURPOSE OR GENERAL IDEA OF BILL: To honor the life and service of United States Marine Corporal Nicholas K. Uzenski by designating a portion of New York State Route 357 in Dela- ware County as the "Corporal Nicholas K. Uzenski Memorial Highway".   SUMMARY OF SPECIFIC PROVISIONS: Section 1 designates the portion of the highway system on New York State Route 357 beginning at the intersection of New York State Route 357 and New York State Route 28 in the town of Franklin and ending at the Frank- lin and Sidney town line as the "Corporal Nicholas K. Uzenski Memorial Highway"; section 2 instructs the commissioner of transportation to provide for the installation and maintenance of adequate signage; and section 3 provides for an immediate effective date.   JUSTIFICATION: U.S. Marine Corps Corporal Nicholas K. Uzenski was awarded the National Defense Service Medal, the NATO International Security Assistance Service Medal, the Navy & Marine Corps Commendation Medal, the Global War on Terrorism Service Medal and the Purple Heart for his military service, which included Operation Enduring Freedom in Afghanistan, where he was killed in action in 2010. Senate Resolution No. 3986 was adopted in 2010 in recognition of Corpo- ral Uzenski's life, leadership, military service and accomplishments. This bill will further memorialize Corporal Uzenski to motorists along Route 357 in the town of Franklin, Delaware County-where his grandmother lives and where he enjoyed participating in numerous sports and clubs during his tenure at Franklin Central School-to the border of the town of Sidney, Otsego County, where he was born and where his mother lives. This legislation was requested by the town of Franklin, Delaware County; in town resolution number 02-2016, January 5, 2016.   PRIOR LEGISLATIVE HISTORY: None.   FISCAL IMPLICATIONS: Minimal.   EFFECTIVE DATE: Immediate.
