Relates to the effectiveness of chapter 24 of the laws of 2007, amending the mental hygiene law, relating to incident notifications and reports; provides that section 33.25 of the mental hygiene law shall be deemed to have been in full force and effect on and after January 1, 2003 with respect to any written requests submitted by qualified persons on or before December 31, 2010; directs the commissioner of mental retardation and developmental disabilities to notify persons whose requests therefor were denied by lapse of time that the oppotunity to make such a request has been revived.
