  TITLE OF BILL: An act to amend the election law, in relation to requiring that all printed political campaign mailing pieces, containing or made of recycl- able material, include a message about recycling the printed materials   PURPOSE: This legislation is designed to encourage the recycling of campaign and political literature.   SUMMARY OF PROVISIONS: Section 1: The election law is amended by adding a new section 3-111 to require that all recyclable political literature have a printed message informing the reader that the material is recyclable. Section 2: Establishes the effective date.   JUSTIFICATION: Elections in New York generate tons of political literature in the form of . mailings, handbills, palm cards, etc. This paper material is recyclable, but is often thrown with the regular trash. To encourage recycling, this legislation requires that all future political litera- ture be printed with the recycling label, and a message reminding the reader that it is recyclable.   LEGISLATIVE HISTORY: 2021-2022: A.1340-A; 2019-2020: A.1866; 2017-2018: A:1659; 2016: A.8578-A; 2015: A.6147; 2013-14: A.5999-A   FISCAL IMPLICATIONS: None to the State or localities.   EFFECTIVE DATE: This act shall take effect after 180 days.

        AN  ACT  to  amend  the  election law, in relation to requiring that all
          printed political campaign  mailing  pieces,  containing  or  made  of
          recyclable  material,  include  a  message about recycling the printed
          materials
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1.  The election law is amended by adding a new section 3-111
     2  to read as follows:
     3    § 3-111. Recycling of campaign and political literature.    All  poli-
     4  tical  literature  in  New  York  state,  whether hand-billed or mailed,
     5  containing or made of recyclable material, shall have affixed to it, the
     6  recycling logo signified by three chasing arrows in a triangular config-
     7  uration, and the following printed message: "This material  is  recycla-
     8  ble.  Please properly recycle after use."
     9    § 2. This act shall take effect on the one hundred eightieth day after
    10  it shall have become a law.
