Makes bias related violence and intimidation a distinct criminal offense and mandates that the sentence for bias related violence or intimidation run consecutive to any other sentence imposed; enacts the "Bias Related Violence or Intimidation Act" which establishes two new criminal offenses: bias related violence or intimidation in the first degree and bias related violence or intimidation in the second degree; adds sex, disability, age and sexual orientation as protected categories.
