Authorizes the suspension of driver's licenses (and of vehicle registration) for between 6 months and 1 year where the holder, being under 21 years of age, is convicted of making graffiti or receives a youthful offender or other juvenile adjudication in connection therewith; provides that time spent in custody shall be credited against period of suspension and provides that the court does not have to impose such a suspension where there are compelling reasons warranting an exception; provides that where the individual does not have a driver's license, or such license was suspended at the time of the conviction (or the YO adjudication or other juvenile adjudication) a new license shall not be issued, nor the former license restored for a period of 6month to one year after the person would have been otherwise eligible to obtain the new license or have the former license restored; provides for reduction of period of suspension where community service performed; provides for issuance of restricted use licenses under certain circumstances; related provisions. |
