TITLE OF BILL:
An act to amend the highway law, in relation to dedicating a portion of
the state highway system to Hector L. Soto
 
PURPOSE OR GENERAL IDEA OF BILL:
Designates that portion of the state highway system constituting state
route two hundred two between Rosman Road and state route forty-five in
the town of Haverstraw, county of Rockland, shall be designated and
known as the "Hector L. Soto Memorial Highway".
 
SUMMARY OF PROVISIONS:
Section I: The highway law is amended by adding a new section 345-c to
read as follows: § 345-c. Portion of the state highway system to be
designated as the Hector L. Soto Memorial Highway". All that portion of
the state highway system constituting state route two hundred two
between Rosman Road and state route forty-five in the town of Haver-
straw, county of Rockland, shall be designated and known as the "Hector
L. Soto Memorial Highway".
Section II: States that the commissioner of transportation shall provide
for the installation and maintenance of adequate signing of the state
highway system as designated pursuant to section one of this act. Howev-
er, to avoid confusion and to limit any possible disruption of commerce,
the designation called for pursuant to section one of this act shall be
one of ceremonial nature and the official name of such highway shall not
be changed as a result of this act.
Section III: Provides the effective date.
 
DIFFERENCE BETWEEN ORIGINAL AND AMENDED VERSION:
Amended version makes technical changes to the route and additions to
signage language.
 
JUSTIFICATION:
Hector L. Soto served as an MP in the United States Air Force and served
a tour of duty in Vietnam before serving as a member of the Town of
Haverstraw Police department for 36 years, where he retired as an Admin-
istrative Detective. After retiring from the police department, he was
elected as Town Councilman in Haverstraw.

EFFECTIVE DATE:
This act shall take effect immediately.

AN ACT to amend the highway law, in relation to dedicating a portion of

The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. The highway law is amended by adding a new section 345-d to
2 read as follows:
3 § 345-d. Portion of the state highway system to be dedicated to Hector
4 L. Soto. All that portion of the state highway system constituting
5 United States route two hundred two from its intersection with Rosman
6 Road to its intersection with state route forty-five in the town of
7 Haverstraw, county of Rockland, shall be dedicated to Hector L. Soto.
8 § 2. The commissioner of transportation shall provide for the instal-
9 lation and maintenance of adequate signing of the state highway system
10 as dedicated pursuant to section one of this act, provided that such
11 signing shall state "Highway Dedicated to Hector L Soto". However, to
12 avoid confusion and to limit any possible disruption of commerce, the
13 dedication called for pursuant to section one of this act shall be one
14 of ceremonial nature and the official name of such highway shall not be
15 changed as a result of this act.
16 § 3. This act shall take effect immediately.
