  TITLE OF BILL: An act to amend the executive law, in relation to directing the office of children and family services to develop a list of eligible substitute day care staff   PURPOSE OR GENERAL IDEA OF BILL: Provide daycares with a list of possible, eligible, and qualified substitutes for when they need one.   SUMMARY OF PROVISIONS: Section 1 - Eligible substitute day care staff list. The office of chil- dren and family services shall develop and post a list of eligible substitute day care staff to be used by a child day care provider in a time of need. Such list shall include, but not be limited to, such eligible staffer's: 1. Name 2. Age 3. Location 4. Experience Section 2 - Effective Date.   JUSTIFICATION: Day care staff are people too, sometimes they get sick, injured, sched- ule appointments, or otherwise cannot come to work. When that happens, the daycare is either short staffed which decreases the quality of childcare available, or the daycare is left with no staff, forcing it to close for the day leaving parents without childcare with little to no notice. Either situation should be avoided. Providing daycares with a pool of qualified and licensed substitute staff members prevents these situations, similar to how a list of substitutes prevents those situ- ations in schools.   PRIOR LEGISLATIVE HISTORY: New Bill   FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS: To be determined   EFFECTIVE DATE: Immediately

        AN  ACT  to amend the executive law, in relation to directing the office
          of children and family services to develop a list of eligible  substi-
          tute day care staff
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. The executive law is amended by adding a new section  501-i
     2  to read as follows:
     3    §  501-i. Eligible substitute day care staff list. The office of chil-
     4  dren and family services shall develop  and  post  a  list  of  eligible
     5  substitute  day  care staff to be used by a child day care provider in a
     6  time of need. Such list shall include,  but  not  be  limited  to,  such
     7  eligible staffer's:
     8    1. name;
     9    2. age;
    10    3. location; and
    11    4. experience.
    12    § 2. This act shall take effect immediately.
