TITLE OF BILL:
An act to amend the public authorities law, in relation to membership on
the New York city transit authority advisory council
 
PURPOSE:
This bill adds an additional member to the New York City Transit Author-
ity Advisory Council
 
SUMMARY OF PROVISIONS:
Section one of this bill amends subdivision 2 of section 1204-e of the
Public Authorities Law to increase the size of the New York City Transit
Authority Advisory Council from 15 to 16. The member added by this bill
would be appointed upon the recommendation of LiveOn NY.
Section two of this bill provides that this act shall take effect on the
sixtieth day after it shall have become a law.
 
EXISTING LAW:
Currently, the New York City Transit. Authority Advisory‘ Council
consists of 15 members and none of such members are required to repre-
sent the interests of the elderly or people with special needs.
 
JUSTIFICATION:
In 2015, the average weekday ridership for the New York City subway
system was 5,650,610 rides. The average weekend ridership for 2015 was
5,943,149 rides. There are 489 subway stations in New York City. Less
than 20% of those stations are ADA-compliant for people in wheelchairs.
On any given day, more than one ADA-compliant station may have issues
with its elevators or escalators rendering the station not ADA-compli-
ant.
Because many people with disabilities and the elderly rely on the subway
system for transportation, it is important to ensure that they can use
the subway system without facing accessibility issues. This bill would
add their voice to the New York City Transit Authority Advisory Council
so that the Council can understand their perspective before making deci-
sions regarding the subway system.

AN ACT to amend the public authorities law, in relation to membership on
the New York city transit authority advisory council
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Subdivision 2 of section 1204-e of the public authorities
2 law, as amended by chapter 125 of the laws of 2022, is amended to read
3 as follows:
4 2. Such council shall consist of [sixteen] seventeen members who shall
5 be commuters who regularly use the transportation services of such
6 authorities. Six of such members shall be appointed by the governor upon
7 the recommendation of the mayor of the city of New York; five upon the
8 recommendation of the president of the city council of the city of New
9 York; [and] five other members appointed upon the recommendation one by
10 each of the borough presidents of the boroughs of the city of New York;
11 and one upon the recommendation of "LiveOn NY". Provided, however, that
12 one member recommended by the mayor of New York shall have a demon-
13 strated expertise or interest in the promotion and development of
14 improved bicycle and pedestrian access at bridges, stations and other
15 facilities operated by the metropolitan transportation authority, as
16 created by section twelve hundred sixty-three of this article, and such
17 authority's affiliates and subsidiaries. The chairman shall be a member
18 selected by the membership of the committee. Each of the members shall
19 serve for a term of two years, provided, however, that of the first
20 appointments, two appointed upon the recommendation of the mayor and two
21 appointed upon the recommendation of the president of the city council
22 shall serve for a term of one year. Vacancies occurring other than by
23 expiration of term shall be filled in the same manner as the original
24 appointments for the balance of the unexpired term.
25 § 2. This act shall take effect on the sixtieth day after it shall
26 have become a law.
