NEW YORK STATE ASSEMBLY
MEMORANDUM IN SUPPORT OF LEGISLATION
submitted in accordance with Assembly Rule III, Sec 1(f)

BILL NUMBER: A6759

SPONSOR: Lunsford
TITLE OF BILL: An act to amend the vehicle and traffic law, in relation to rules regarding unattended motor vehicles   PURPOSE: This bill permits the use of remote car starters".   SUMMARY OF PROVISIONS: Section 1 amends Section 1210(a) of the Vehicle and Traffic Law, as amended by chapter 350 of the laws of 1967, to allow for these of remote car starters. Section 2 is the effective date.   JUSTIFICATION: Since 1967, it has been a violation of the Vehicle and Traffic Law for New Yorkers to leave a running car unintended. This law was written prior to the invention of remote car starters which allow for a vehicle to remain running without a key in the ignition while also remaining locked, removing the threat of theft or accident that the original law was intended to address. This bill will allow for a limited exception to the rule against unattended running cars for the sole purpose of using a remote care starter to engage that vehicle's climate control system.   LEGISLATIVE HISTORY: New bill   FISCAL IMPLICATIONS: None to the State.   EFFECTIVE DATE: This act shall take effect immediately.
