MEMORANDUM IN SUPPORT OF LEGISLATION
submitted in accordance with Assembly Rule III, Sec 1(f)   BILL NUMBER: A7566 SPONSOR: Stirpe
  TITLE OF BILL: An act to amend chapter 109 of the laws of 2020 relating to establishing a state disaster emergency loan program, in relation to the effective- ness thereof   PURPOSE: To extend provisions of law relating to the state disaster emergency loan program.   SUMMARY OF PROVISIONS: Section 1: Provides that the state disaster emergency loan program will not expire until December 31, 2022. Section 2: Sets the effective date.   JUSTIFICATION: On June 17, 2020, Bill No. S 8181-A/A 10294-A was signed and Chaptered into law. This legislation established a state disaster emergency loan program to be administered by industrial development agencies (IDAs) for both small businesses and small non-profits. This allowed for IDAs to extend loans to such entities so that they could remain in operation during the COVID-19 pandemic. This legislation also provided that these entities could apply for grants for Personal Protective Equipment (PPE) and installation of safety fixtures to allow for their workers' safety during the COVID-19 pandemic. As this State begins the long road to recovery, continued support for small businesses and small non-profits must be extended. The state disaster emergency loan program can continue to help serve as a vital resource in this mission to save the small businesses that give our neighborhoods character and the non-profits that are there for our citizens at their most trying of times. Thus, it is important that we extend this program for another year to allow flex- ibility as our economy turns around.   LEGISLATIVE HISTORY: New bill   FISCAL IMPLICATIONS: To be determined   EFFECTIVE DATE: This act shall take effect immediately.

This act shall take effect immediately and shall expire and be 5 deemed repealed December 31, [2021] 2022. 6 § 2. This act shall take effect immediately.
