MEMORANDUM IN SUPPORT OF LEGISLATION

  TITLE OF BILL: An act to amend the highway law, in relation to dedicating a portion of the state highway system to Lt. Gary A. Scott   PURPOSE OR GENERAL IDEA OF BILL: This bill will designate a portion of the state highway system as the "Lt. Gary A. Scott Memorial Highway"   SUMMARY OF PROVISIONS: Section 1: A portion of the state highway system shall be designated as the "Lt. Gary A. Scott Memorial Highway". The memorial highway will constitute state route 19 between Lake Street Road and Lake Street in the town of LeRoy, County of Genesee.   JUSTIFICATION: Gary Scott, a native of LeRoy, New York, made the selfless decision to enlist in the U.S. Army during the Vietnam War. He served with distinction as a Second Lieutenant in A Company, 1st Battalion, 101st Airborne Division "Screaming Eagles." His commitment to his fellow soldiers and to his county was exemplified when, on March 29, 1968, he made the ultimate sacrifice to save another soldier's life. Gary's brav- ery earned him the Silver Star, which was presented posthumously to his parents, and his memory has remained a source of pride and inspiration for his family, his community, and the country. Gary Scott was laid to rest with full military honors in the Riverside Cemetery, Rochester, New York, and his legacy continues to live on. His Syracuse University schoolmates established a scholarship in his name at LeRoy Central School, and for over fifty years, the award has been sustained by alumni of Syracuse University. This designation would not only serve as a fitting tribute to Gary's service and sacrifice, but it will also serve as a permanent reminder to future generations of the extraordinary courage and selflessness of this exceptional man. The "Lt. Gary Scott Memorial Highway" will be an enduring symbol of the deep connection between the LeRoy community, the Scott family, and Gary's Syracuse University brothers, and it will further solidify the historical significance of this area in honoring his memory.   PRIOR LEGISLATIVE HISTORY: New Bill.   FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS: None.   EFFECTIVE DATE: Immediately.

        AN ACT to amend the highway law, in relation to dedicating a portion  of
          the state highway system to Lt. Gary A. Scott
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. The highway law is amended by adding a new section 344-s to
     2  read as follows:
     3    § 344-s. Portion of the state highway system to be  dedicated  to  Lt.
     4  Gary A. Scott. All that portion of the state highway system constituting
     5  state  route  19  within  the town of LeRoy, county of Genesee, shall be
     6  dedicated to Lt. Gary A. Scott.
     7    § 2. The commissioner of transportation shall provide for the  instal-
     8  lation  and  maintenance of adequate signing of the state highway system
     9  as dedicated pursuant to section one of this  act,  provided  that  such
    10  signing  shall state "Highway Dedicated to Lt Gary A Scott". However, to
    11  avoid confusion and to limit any possible disruption  of  commerce,  the
    12  dedication  called  for pursuant to section one of this act shall be one
    13  of ceremonial nature and the official name of such highway shall not  be
    14  changed as a result of this act.
    15    § 3. This act shall take effect immediately.
