TITLE OF BILL:
An act to amend a chapter of the laws of 2023 amending the education law
and the public health law relating to the dispensing of self-adminis-
tered hormonal contraceptives, as proposed in legislative bills numbers
S. 1043-A and A. 1060-A, in relation to the effectiveness thereof
 
PURPOSE OR GENERAL IDEA OF BILL:
This bill would amend Chapter 128 of the Laws of 2023 relating to the
dispensing of self-administered hormonal contraceptives.
 
SUMMARY OF PROVISIONS:
This bill would provide that Chapter 128 of the Laws of 2023 take effect
January 1, 2024.
 
JUSTIFICATION:
This bill ensures that Chapter 128 of the Laws of 2023 provides New
Yorkers with timely increased access to contraceptives.
 
PRIOR LEGISLATIVE HISTORY:
New bill.
 
FISCAL IMPLICATIONS:
To be determined.
 
EFFECTIVE DATE:
This act shall take effect immediately.

AN ACT to amend a chapter of the laws of 2023 amending the education law
and the public health law relating to the dispensing of self-adminis-
tered hormonal contraceptives, as proposed in legislative bills
numbers S. 1043-A and A. 1060-A, in relation to the effectiveness
thereof
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Section 6 of a chapter of the laws of 2023 amending the
2 education law and the public health law relating to the dispensing of
3 self-administered hormonal contraceptives, as proposed in legislative
4 bills numbers S. 1043-A and A. 1060-A, is amended to read as follows:
5 § 6. This act shall take effect [eighteen months after it shall have
6 become a law] January 1, 2024. Effective immediately, the addition,
7 amendment and/or repeal of any rule or regulation necessary for the
8 implementation of this act on its effective date are authorized to be
9 made and completed on or before such effective date.
10 § 2. This act shall take effect immediately.
