  TITLE OF BILL: An act directing the New York state energy research and development authority study feasibility and efficiency of a micro-grid in relation to reducing the carbon footprint of Brooklyn College   PURPOSE: The purpose of this bill is that it would require New York State Energy Research and Development authority to conduct a study on Brooklyn College constructing' a Micro Grid to benefit the college and the effects on the surrounding area lessening the strain on the immediate community area during peak energy times.   SUMMARY OF SPECIFIC PROVISIONS: Section 1: The New York state energy research and development authority is authorized and directed to study the feasibility, efficiency, and energy saving costs if Brooklyn College were to construct a micro-grid to power its campus. Section 2: This act shall take effect immediately.   JUSTIFICATION: The creation of a Micro-Grid system for purpose of study of a SUNY/CUNY college campus to study on the effectiveness of this system on the college campus structure, the feasibility of a financial build out for other campus based on size and population with the intent to benefit other SUNY and CUNY academic campus' & dwellings in the future and the ability to aid in lowering utility cost and energy related cost of oper- ations, while reducing the carbon footprint of this campus. Also aiding electrical Provider during peak times of meeting the requirements to improve and implement energy distribution and storage for the surround- ing community area. *Energy Value (LBMP) *Capacity Value (ICAP) *Utility Value (E) *Demand Reduction Value (DRV) With the need to continue to meet the state and federal clean energy goals, the micro-grid study would be used as a data point to create more energy efficient campus across the State, while also finding suitable renewable energy sources based on region of future college campus allow- ing them to move away from higher emission admitting backup generators & primary fossil fuel sources that have been required for usage during outages, or high supply times. The micro-grid study will also allow for the energy source to be a more efficient option while also giving each area the opportunity to find the most functional and financially feasi- ble renewable energy source best to use and prioritize to sustain campus.   LEGISLATIVE HISTORY: New Bill.   FISCAL IMPLICATIONS:   EFFECTIVE DATE: This act shall take effect immediately.

        AN ACT directing the New York  state  energy  research  and  development
          authority study feasibility and efficiency of a micro-grid in relation
          to reducing the carbon footprint of Brooklyn College
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. The New York state energy research and development authori-
     2  ty is authorized and directed to study the feasibility, efficiency,  and
     3  energy  saving  costs if Brooklyn College were to construct a micro-grid
     4  to power its campus. Such study shall include, but not be limited to:
     5    (a) the cost of constructing a micro-grid to power such campus;
     6    (b) the feasibility of constructing a micro-grid on campus;
     7    (c) the efficiency of a micro-grid built on campus;
     8    (d) the cost of operations to run a micro-grid three years  after  the
     9  completion of construction;
    10    (e)  the potential effects of a micro-grid on Brooklyn College lessen-
    11  ing the stress on current electrical systems; and
    12    (f) the potential cost savings  of  Brooklyn  College  constructing  a
    13  micro-grid.
    14    §  2.  The  New  York  state energy research and development authority
    15  shall make a report to the governor and the legislature of its findings,
    16  conclusions, and recommendations no later than thirteen months after the
    17  effective date of this act and shall submit with this report such legis-
    18  lative proposals as it deems necessary to implement its recommendations.
    19    § 3. This act shall take effect immediately.
