  TITLE OF BILL: An act in relation to directing the New York state energy research and development authority to establish a pilot program to install a micro- grid in Glenwood Houses   PURPOSE OR GENERAL IDEA OF BILL: AN ACT in relation to directing the New York state energy and research developMent authority to establish a pilot program to install a micro- grid in Glenwood Houses   SUMMARY OF PROVISIONS: Section 1: No later than one hundred eighty days after the effective date of this act, the New York state energy and research development authority shall establish, within amounts appropriated therefor, a pilot program to install a microgrid in Glenwood Houses in Kings County. 5 Such a microgrid shall be used for local energy production and distrib- ution which can function independently if disconnected from the main electricity grid or a supplement for peaks in demand. The microgrid shall be powered by renewable energy sources including but not limited to solar panels, hydrogen or wind, and energy efficient generators which shall be combined with energy storage units such as batteries with low environmental• impacts. Section 2: The authority shall provide an annual report on or before the first day of January to the governor, the temporary president of the senate, the speaker of the assembly, the minority leader of the senate and the minority leader of the assembly, on the pilot program and any recommendations for expansion of such pilot program.   JUSTIFICATION: The creation of a Micro-Grid system at the Glenwood housing would give a larger data'study on the effectiveness of this system inside of a public housing structure the feasibility of a financial build out into future housing complexes/similar structures going forward and the ability to aid in lowering utility cost and easing the stress on the providing electrical provider during peak times meeting the requirements to improve and implement energy distribution and storage. * Energy Value (LBMP) * Capacity Value (ICAP) * Utility Value (E) * Demand Reduction Value (DRV) With the constant rise in Utility cost, output spikes in in energy demands during regular and peak periods the micro-grid would be used as a crucial tool to assist in one easing the energy out put for each ener- gy provider while also moving away from higher emission during outage, or low supply times. The micro-grid creation will also allow for the energy source to be a more efficient option while also giving each area the opportunity to find the most functional and financially feasible renewable energy would be best to use and prioritize to sustain said housing. The Glenwood Housing is the perfect structure to start this pilot program and will then give way to the ability to apply real world data and development into the mapping/study/research that would ideally lead to installation structures like it.         AN  ACT  in relation to directing the New York state energy research and

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1.  1. No later than one hundred eighty days after the effec-
     2  tive date of this act, the New York state energy research  and  develop-
     3  ment  authority shall establish, within amounts appropriated therefor, a
     4  pilot program to install a microgrid in Glenwood Houses in Kings county.
     5  Such microgrid shall be used for local energy  production  and  distrib-
