  TITLE OF BILL: An act to amend the public officers law, in relation to waiving the residency requirement for the St. Lawrence county public health director and community services director   PURPOSE: To exempt the positions of public health director and community services director in St. Lawrence County from residency requirements.   SUMMARY OF PROVISIONS: Section 1 Exempts the positions of public health director and community services director in St. Lawrence County from residency requirements. It also requires that whoever fills these.positions reside in a county contiguous to St. Lawrence County. Section 2 Provides effective date   DIFFERENCE BETWEEN ORIGINAL AND AMENDED VERSION: The amended version of this bill corrects what number subdivision is being added to Section 3 of the public officers law.   JUSTIFICATION: This legislation was introduced at the request of the St. Lawrence County Legislature. It follows unsuccessful attempts to fill these positions. Local officials believe that an expanded candidate pool would be to the county's benefit.   LEGISLATIVE HISTORY: New bill

        Introduced  by  M. of A. GRAY -- read once and referred to the Committee
          on Governmental Operations  --  committee  discharged,  bill  amended,
          ordered reprinted as amended and recommitted to said committee
 
        AN  ACT  to  amend  the  public officers law, in relation to waiving the
          residency requirement for the St. Lawrence county public health direc-
          tor and community services director
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section 1. Section 3 of the public officers law is amended by adding a
     2  new subdivision 77 to read as follows:
     3    77.  In  the  county  of  St. Lawrence, the provisions of this section
     4  requiring a person to be a resident  of  the  political  subdivision  or
     5  municipal corporation of the state for which such person shall be chosen
     6  or  within  which their official functions are required to be exercised,
     7  shall not prevent a person from holding  the  office  of  county  public
     8  health  director  or director of community services of the county of St.
     9  Lawrence, provided that such person resides in a  county  adjoining  St.
    10  Lawrence county within the state of New York; provided, however that any
    11  person  performing such functions or holding the office of county public
    12  health director or director of community services in  any  other  county
    13  shall be a resident of such county unless otherwise provided by law.
    14    § 2. This act shall take effect immediately.
