NEW YORK STATE ASSEMBLY MEMORANDUM IN SUPPORT OF LEGISLATION submitted in accordance with Assembly Rule III, Sec 1(f)

BILL NUMBER: A9361
SPONSOR: Hunter

TITLE OF BILL:
An act to amend the education law, in relation to creating a single,
streamlined process whereby combination pre-kindergarten and daycare
programs may be certified to operate

PURPOSE:
To create a single certification process and align regulations for enti-
ties that dually operate both pre-kindergarten and daycare programs

SUMMARY OF SPECIFIC PROVISIONS:
Section 1 creates a single certification process and align regulations
for entities that dually operate both pre-kindergarten and daycare
programs
Section 2 establishes the effective date of the bill

JUSTIFICATION:
Several entities in the state operate joint pre-kindergarten and daycare
services. They are certified by both the State Education Department for
pre-school and the New York State Office of Children and Family Services
for daycare. The need for two certification and regulation processes is
not only burdensome and resource-consuming, it also can lead to regu-
lations from the agencies that are directly contradictory to each other.
By creating a single streamlined process, the state can eliminate these
discrepancies and allow these institutions to focus their staff effort
on what they do best: helping care for and education children.

LEGISLATIVE HISTORY:
New bill

FISCAL IMPLICATIONS:
To be determined

EFFECTIVE DATE:
Immediately
