TITLE OF BILL:
An act to amend the highway law, in relation to designating a portion of
the state highway system the "Lieutenant Commander Phillip Wayne Johnson
Memorial Bridge"
 
PURPOSE:
This act designates a portion of the state highway system as the "Lieu-
tenant Commander Phillip Wayne Johnson Memorial Bridge."
 
SUMMARY OF PROVISIONS:
Section 1. Designates the portion of the state highway system constitut-
ing the NYS Route 109 Bridge over Southern State Parkway in the Town of
Babylon, County of Suffolk, as the "Lieutenant Commander Phillip Wayne
Johnson Memorial Bridge."
Section 2. Provides for the installation and maintenance of adequate
signage pursuant to section 1.
Section 3. Establishes the effective date.
 
JUSTIFICATION:
Lieutenant Commander Phillip Wayne Johnson served his state, his country
and his community on Long Island for his entire life. He graduated from
the US Merchant Marines Academy and served in the reserves until his
honorable discharge in 2001. During his service, he developed Navy
Training plans for the Naval Landing Ship tank program, the Naval
Reserve Ocean-going Mine Sweeper program and the Naval Reserve Naval
Embarked Advisory Teams programs. Following his service, he worked as an
engineer designing projects such as the Sunrise Highway project and
later working for over a decade for NYCHA. In recognition of his
contribution to his country and community, the NYS Route 109 Bridge over
Southern State Parkway in the Town of Babylon, County of Suffolk shall
be dedicated in his honor as the "Lieutenant Commander Phillip Wayne
Johnson Memorial Bridge."

AN ACT to amend the highway law, in relation to designating a portion of
the state highway system the "Lieutenant Commander Phillip Wayne John-
son Memorial Bridge"
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. The highway law is amended by adding a new section 344-p to
2 read as follows:
3 § 344-p. Portion of the state highway system to be designated as the
4 "Lieutenant Commander Phillip Wayne Johnson Memorial Bridge". All that
5 portion of the state highway system constituting New York state route
6 109 bridge over the southern state parkway in the town of Babylon, coun-
7 ty of Suffolk, shall be known as the "Lieutenant Commander Phillip Wayne
8 Johnson Memorial Bridge".
9 § 2. The commissioner of transportation shall provide for the instal-
10 lation and maintenance of adequate signing of the state highway system
11 as designated pursuant to section one of this act. However, to avoid
12 confusion and to limit any possible disruption of commerce, the desig-
13 nation called for pursuant to section one of this act shall be one of
14 ceremonial nature and the official name of such bridge shall not be
15 changed as a result of this act.
16 § 3. This act shall take effect immediately.
