  TITLE OF BILL: An act to amend chapter 192 of the laws of 2011, relating to authorizing certain health care professionals licensed to practice in other juris- dictions to practice in this state in connection with an event sanc- tioned by New York Road Runners, in relation to extending the provisions thereof   PURPOSE OR GENERAL IDEA OF BILL: To authorize certain licensed health care professionals from other jurisdictions to practice in New York State with respect to certain major events sanctioned by the New York Road Runners.   SUMMARY OF PROVISIONS: Section 1 - Provides the following list of events for which certain out-of-state healthcare professionals appointed by the New York Road Runners are authorized to provide professional services: Event Date New York City Marathon 11.3.24 Brooklyn Half 5.18.24 Bronx 10 mile 9.22.24 New York City Half 3.17.24 Staten Island Half 10.13.24 Queens 10k 6.15.24 Section 2 - Effective date.   JUSTIFICATION: New York Road Runners events bring runners from all over the world to NYC. The efforts of healthcare workers at events like the NYC Marathon help ensure that runners make it across the finish line safely. Accord- ingly, it would be advantageous to allow licensed health care profes- sionals, who are in good standing with their respective state or terri- tory, to provide services at these popular events.   PRIOR LEGISLATIVE HISTORY: This is effectively a one-year extender of legislation that has histor- ically passed each year, such as Chapter 157 of 2023 and Chapter 282 of 2022.   FISCAL IMPLICATIONS: To be determined.   EFFECTIVE DATE: This act shall take effect immediately and shall be deemed to have been in full force and effect on and after January 1, 2024.

        AN ACT to amend chapter 192 of the laws of 2011, relating to authorizing
          certain health care professionals licensed to practice in other juris-
          dictions to practice in this state in connection with an  event  sanc-
          tioned  by  New  York  Road  Runners,  in  relation  to  extending the
          provisions thereof
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1.  Chapter  192 of the laws of 2011, relating to authorizing
     2  certain health care professionals licensed to practice in  other  juris-
     3  dictions  to  practice  in  this state in connection with an event sanc-
     4  tioned by New York Road Runners, as amended by chapter 157 of  the  laws
     5  of 2023, is amended to read as follows:
     6    Section  1.  Notwithstanding  any  inconsistent  provision of law, any
     7  person who is licensed to practice as a physician, physician  assistant,
     8  massage  therapist,  physical  therapist, chiropractor, dentist, optome-
     9  trist, nurse, nurse practitioner, certified athletic trainer  or  podia-
    10  trist  in  another  state  or territory, who is in good standing in such
    11  state or territory and who has been  appointed  by  the  New  York  Road
    12  Runners to provide professional services at an event in this state sanc-
    13  tioned  by  the  New  York  Road  Runners, may provide such professional
    14  services to athletes  and  team  personnel  registered  to  train  at  a
    15  location  in  this  state or registered to compete in an event conducted
    16  under the sanction of the New York Road Runners  in  the  state  without
    17  first being licensed pursuant to the provisions of title 8 of the educa-
    18  tion  law. Such services shall be provided only four days before through
    19  one day after each of the following events:
    20    a. the New York city marathon scheduled to be  held  on  November  [5,
    21  2023] 3, 2024;
    22    b.  the  Brooklyn half marathon scheduled to be held on May [20, 2023]
    23  18, 2024;
    24    c. the Bronx 10 mile scheduled to be held on September [17, 2023]  22,
    25  2024;
 
         EXPLANATION--Matter in italics (underscored) is new; matter in brackets
                              [ ] is old law to be omitted.

     1    d.  the New York city half marathon scheduled to be held on [a date in
     2  March 2023] March 17, 2024;
     3    e. the Staten Island half marathon scheduled to be held on October [8,
     4  2023] 13, 2024; and
     5    f. the Queens 10k scheduled to be held on June [17, 2023] 15, 2024.
     6    §  2.  This  act shall take effect immediately and shall expire and be
     7  deemed repealed December 31, [2023] 2024.
     8    § 2. This act shall take effect immediately and  shall  be  deemed  to
     9  have  been  in  full  force  and  effect  on  and after January 1, 2024;
    10  provided that the amendments to section 1 of chapter 192 of the laws  of
    11  2011,  made  by  section one of this act, shall not affect the repeal of
    12  such section and shall be deemed repealed therewith.
