  TITLE OF BILL: An act to require the state university of New York to examine and conduct a study on the creation of a designated equity-centered honors college for the state university college at Geneseo for all attending students   PURPOSE: Directs the state university of New York to examine and conduct a study on the creation of an equity-centered honors college for the state university of New York college at Geneseo for all attending students   SUMMARY OF PROVISIONS: Section 1. Directs the board of trustees of the state university of New York to conduct a study on the feasibility of the creation of an equi- ty-centered honors college at the state university of New York college at Geneseo. Section 2. The board of trustees of the state university of New York shall submit a report of its findings and recommendations of the study to the governor, the temporary president of the senate, the speaker of the assembly and chairs of the higher education committee in the assem- bly and senate. Section 3. The effective date   JUSTIFICATION: Bringing together students from diverse backgrounds with wide-ranging academic and personal interests not only is the responsibility of a public university but also provides the potential for the best educa- tional opportunities for all students to become effective and empathetic citizens of the world. Working and living together with students who identify, believe, and behave differently, positions students to learn more deeply about themselves and to imagine and help shape the kind of world they want to create. Students who intrinsically value an enriched and emboldened educational experience are at the core of our community programming, offerings, and approach. Students must adopt and adapt the mission into their own approach and take active responsibility for moving forward to new levels of engagement and success. This legislation will enable the university and students to fulfill this mode of educational engagement.   LEGISLATIVE HISTORY: New Legislation   FISCAL IMPLICATIONS: None.   EFFECTIVE DATE: This act shall take effect immediately.

        AN ACT to require the state  university  of  New  York  to  examine  and
          conduct a study on the creation of a designated equity-centered honors
          college  for the state university college at Geneseo for all attending
          students

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1.  The board of trustees of the state university of New York
     2  shall conduct a study on the feasibility of the creation of  an  equity-
     3  centered  honors  college  for  the state university college at Geneseo,
     4  which shall consider but not be limited to the following:
     5    1. examination of a plan for the implementation and  operation  of  an
     6  equity-centered  honors college prepared by the state university college
     7  at Geneseo in consultation with faculty, staff,  and  students  at  such
     8  college;
     9    2.  evaluation  of the impacts of an equity-centered honors college on
    10  increased enrollment;
    11    3. measurement of persistence through degree completion of  first-gen-
    12  eration,  low-income  students  through  increased need-based funding to
    13  support their education at the state university college of Geneseo;
    14    4. exploration of  the  impact  and  potential  benefit  of  providing
    15  students  participating in the equity-centered honors college, such as a
    16  guarantee of successful job placement; and
    17    5. examination of the economic costs and benefits of  establishing  an
    18  equity-centered honors college for the state university college at Gene-
    19  seo.
    20    §  2.  The board of trustees of the state university of New York shall
    21  submit a report of its findings and recommendations to the governor, the
    22  temporary president of the senate, the speaker of the assembly, and  the
    23  chairs  of  the  higher  education committees in the assembly and senate
    24  within one hundred eighty days of the effective date of this act.
    25    § 3. This act shall take effect immediately.
