MEMORANDUM IN SUPPORT OF LEGISLATION

  TITLE OF BILL: An act to amend the highway law, in relation to designating a portion of the state highway system as the "Sergeant Gary Beikirch Memorial High- way"   PURPOSE OR GENERAL IDEA OF BILL: To rename a portion of highway in the town of Greece in the county of Monroe as "Sergeant Gary Beikirch Memorial Highway".   SUMMARY OF SPECIFIC PROVISIONS: Section 1 outlines the portion of highway to be renamed. Section 2 outlines the role of the department of transportation in the renaming and maintenance. Section 3 is the effective date.   JUSTIFICATION: Sergeant Gary B. Beikirch was a Vietnam veteran, Medal of Honor recipi- ent, distinguished citizen and devoted member of his community who passed away on December 26, 2021. Gary left an immeasurable impact on our community, our state, our nation and all those who were privileged to spend a moment of time with him. Gary was awarded the medal of honor for actions performed prior in Vietnam at Camp Buck-Song where defended his fellow soldiers, Vietnamese comrades and Vietnamese villagers saving lives as he sustained life threatening injuries. His dedication to serve and love others didn't stop after his time in uniform as Gary continued to devote his life to the benefit and service of others. For over 30 years, he was a middle school counselor for the Greece School District changing the lives of thousands of the students he worked with daily. Gary was also a co-founder of the Veterans Outreach Center that has served and continues to serve veterans of Monroe County and across our region with every need they may encounter as they try to reenter society and find some normalcy in their daily lives. However, Gary's dedication to others didn't stop there. He was also actively involved in his church and faith community serving as an ordained minister. While Gary may be gone, our community and our nation are a better place because of him and may his legacy of love live on for all those he touched. It is only fitting that a portion of New York State Highway, Route 18 be dedicated in his honor.   PRIOR LEGISLATIVE HISTORY: New Bill   FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS: Unknown.   EFFECTIVE DATE: This act shall take effect immediately.

        AN ACT to amend the highway law, in relation to designating a portion of
          the state highway system as the "Sergeant Gary Beikirch Memorial High-
          way"
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. The highway law is amended by adding a new section 344-n to
     2  read as follows:
     3    § 344-n. Portion of the state highway system to be designated  as  the
     4  "Sergeant Gary Beikirch Memorial Highway". All that portion of the state
     5  highway  system constituting Latta Road, also known as state route eigh-
     6  teen, between Long Pond Road, also known as county highway  one  hundred
     7  thirty-six,  and state route three hundred ninety in the town of Greece,
     8  county of Monroe, shall be designated and known as  the  "Sergeant  Gary
     9  Beikirch Memorial Highway".
    10    §  2. The commissioner of transportation shall provide for the instal-
    11  lation and maintenance of adequate signing of the state  highway  system
    12  as  designated  pursuant  to  section one of this act. However, to avoid
    13  confusion and to limit any possible disruption of commerce,  the  desig-
    14  nation  called  for  pursuant to section one of this act shall be one of
    15  ceremonial nature and the official name of such  highway  shall  not  be
    16  changed as a result of this act.
    17    § 3. This act shall take effect immediately.
