  TITLE OF BILL: An act to amend chapter 389 of the laws of 2024 amending the environ- mental conservation law relating to authorizing hunting big game by rifle in the county of Niagara, in relation to the effectiveness thereof   PURPOSE: The purpose of this bill is to continue to allow big game hunting by rifle in Niagara County   SUMMARY OF PROVISIONS: Section 1 states that section 5 of chapter 389 of the laws of 2024 amending the environmental conservation law to expire on October 1, 2028. Section 2 establishes the effective date.   JUSTIFICATION: Big game hunting, which is a sport that is enjoyed by many throughout the state, includes the hunting of deer and bear. Currently, Niagara is not included in the list of counties that are allowed to use rifles for big game hunting. Also, hunting is a critical conservation tool for the deer and bear population. This legislation, which is at the request of the Niagara County Legisla- ture, would allow for the hunting of big game for the period between November 15th and December 7'1' using a rifle. Currently many other Counties throughout the state have this allowance under law and Niagara County wishes to be in the same playing field for their local sportsmen.   LEGISLATIVE HISTORY: New bill,   FISCAL IMPLICATIONS: None to the state,   EFFECTIVE DATE: Immediately

        AN ACT to amend chapter 389 of the laws of 2024  amending  the  environ-
          mental  conservation  law  relating to authorizing hunting big game by
          rifle in the county of Niagara, in relation to the effectiveness ther-
          eof

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1.  Section 5 of chapter 389 of the laws of 2024 amending the
     2  environmental conservation law relating to authorizing hunting big  game
     3  by rifle in the county of Niagara, is amended to read as follows:
     4    § 5. This act shall take effect immediately; provided, however, that:
     5    a.  the  amendments to paragraph a of subdivision 2 of section 11-0907
     6  of the environmental conservation law made by section one  of  this  act
     7  shall  be  subject  to  the  expiration  and reversion of such paragraph
     8  pursuant to section 13 of chapter 600 of the laws of 1993, as amended;
     9    b. the amendments to item (f) of  paragraph  a  of  subdivision  2  of
    10  section  11-0907  of  the environmental conservation law made by section
    11  two of this act shall be subject to the expiration and reversion of such
    12  item pursuant to paragraph d of section 5 of chapter 152 of the laws  of
    13  2020, as amended;
    14    c.  sections  three  and  four  of this act shall take effect upon the
    15  expiration and reversion of paragraph a  of  subdivision  2  of  section
    16  11-0907 of the environmental conservation law, as provided in section 13
    17  of chapter 600 of the laws of 1993, as amended; and
    18    d.  nothing  contained  in this act shall be construed so as to extend
    19  the provisions of this act beyond October 1, [2026] 2028, when upon such
    20  date this act shall expire and the provisions contained herein shall  be
    21  deemed repealed.
    22    § 2. This act shall take effect immediately.
