TITLE OF BILL:
An act to amend the highway law, in relation to dedicating a portion of
the state bridge system to Detective Stephen J. Mullen
 
PURPOSE OR GENERAL IDEA OF BILL:
Dedicates a portion of the state bridge system to Detective Stephen J.
Mullen
 
SUMMARY OF PROVISIONS:
Section 1: Amends the highway law by adding a new section 345-e, which
designates a portion of the state highway system constituting the state
route state highway system constituting the bridge on state route one
hundred ten , designated as bridge number 1019119 which crosses over
state route twenty-seven, in the Town of Babylon, county of Suffolk
county, shall be dedicated to Detective Stephen J. Mullen."Section 2:
States that the commissioner of transportation shall provide for the
installation and maintenance of adequate signing of the state highway
systems as dedicated pursuant to section 1 of this act. The designation
will be for ceremonial purposes only, and the official name of the
bridge will not be changed as a result of this act. Section 3: Provides
the effective date.

JUSTIFICATION:
Detective Stephen J. Mullen dedicated more than 30 years to law enforce-
ment, serving with honor, integrity, and an unwavering commitment to his
community. From his early years with the NYPD to his distinguished
career with the Suffolk County Police Department's 1st Precinct, he
earned numerous commendations, including the Meritorious Police Service
Award, while choosing to remain on the front lines to mentor and guide
fellow officers. In the aftermath of September 11, he selflessly
returned to assist in New York City, a sacrifice that ultimately
contributed to the illness that claimed his life in 2018. Detective
Mullen's legacy of service, leadership, and humility lives on through
his family and the many lives he impacted, making him truly deserving of
recognition.

AN ACT to amend the highway law, in relation to dedicating a portion of
the state bridge system to Detective Stephen J. Mullen
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. The highway law is amended by adding a new section 345-e to
2 read as follows:
3 § 345-e. Portion of the state highway system to be dedicated to Detec-
4 tive Stephen J. Mullen. All that portion of the state highway system
5 constituting the bridge on state route one hundred ten, designated as
6 bridge number 1019119, which crosses over state route twenty-seven, in
7 the town of Babylon, county of Suffolk, shall be dedicated to Detective
8 Stephen J. Mullen.
9 § 2. The commissioner of transportation shall provide for the instal-
10 lation and maintenance of adequate signing of the state highway system
11 as dedicated pursuant to section one of this act, provided that such
12 signing shall state "Bridge Dedicated to Detective Stephen J Mullen".
13 However, to avoid confusion and to limit any possible disruption of
14 commerce, the dedication called for pursuant to section one of this act
15 shall be one of ceremonial nature and the official name of such bridge
16 shall not be changed as a result of this act.
17 § 3. This act shall take effect immediately.
