TITLE OF BILL:
An act to amend chapter 704 of the laws of 2023 amending the environ-
mental conservation law relating to a Long Island deer management pilot
program, in relation to the effectiveness thereof
 
PURPOSE:
To extend a Long Island deer management pilot program in the Town of
Southold, qualifications for certified nuisance wildlife specialists,
and procedures for issuing and using permits for deer management plans.
 
SUMMARY OF PROVISIONS:
Section 1: Amends section 6 of chapter 704 of the laws of 2023 amending
the environmental conservation law which established a Long Island deer
management pilot program in the Town of Southold.
§ 2: Establishes the effective date.
 
JUSTIFICATION:
The town of Southold is one of the many communities across New York that
are experiencing an explosion in deer population. This has led to a
startling rise in deer-vehicle accidents, tickborne illness, and ecolog-
ical devastation. Deer evolved under high predatory pressure, experienc-
ing as high as a 40%- mortality rate in the wild. The current lack of
natural predators has led to a deer population which is unmanageable
with the tools currently at our disposal. Overpopulation of deer threat-
ens forest regeneration, crowds out other herbivores, and destroys prop-
erty.
Permission to use certain activities for deer culling provides a safe,
humane, and effective means to minimize risks to human health and safety
posed by deer. These practices would mitigate deer related vehicle acci-
dents and reduce deer populations in localized areas. This bill extends
the provisions of this program which established clear standards for
deer management to ensure safe and effective practices that are consid-
erate of the environment, human health, ecological health, and property.

The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Section 6 of chapter 704 of the laws of 2023 amending the
2 environmental conservation law relating to a Long Island deer management
3 pilot program, is amended to read as follows:
4 § 6. This act shall take effect on the first of January next succeed-
5 ing the date on which it shall have become a law and shall expire and be
6 deemed repealed [three] six years after such date.
7 § 2. This act shall take effect immediately.
