  TITLE OF BILL: An act to amend the civil service law, in relation to requiring employ- ment opportunities to be posted on the department of civil service website   PURPOSE OR GENERAL IDEA OF BILL: To enhance access to employment opportunities in the civil service by requiring open positions, examination announcements, and application instructions be posted on a publicly accessible website maintained by the department of civil service.   SUMMARY OF PROVISIONS: Section 1 adds a new section 59-d to the civil service law requiring the online posting of employment opportunities in the competitive, noncom- petitive and labor classes, upcoming examination announcements, directions on how to apply for examination and appointment, and iden- tification of positions eligible for designation pursuant to sections 55-b and 55-c of the civil service law. Section 2 provides the effective date.   DIFFERENCE BETWEEN ORIGINAL AND AMENDED VERSION (IF APPLICABLE): Amended bill adds requirement that examinations and application directions be posted, removes requirement that vacancies be posted for up to 30 days, and directs the department of civil service to work with the department of labor and the governor's office of employee relations.   JUSTIFICATION: To ensure a large applicant pool and increase equal access to job oppor- tunities, legislation is needed to mandate an up-to-date website where job seekers can find open positions in the civil service. This legis- lation would also enhance access to civil service positions designated under civil service law sections 55-b and 55-c for veterans and people with disabilities, who have historically had higher unemployment rates.   PRIOR LEGISLATIVE HISTORY: New bill.   FISCAL IMPLICATIONS: To be determined.   EFFECTIVE DATE: Immediately.

        AN  ACT to amend the civil service law, in relation to requiring employ-
          ment opportunities to be posted on the  department  of  civil  service
          website
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. The civil service law is amended by adding  a  new  section
     2  59-d to read as follows:
     3    §  59-d.  Public  posting  of employment opportunities. The department
     4  shall make publicly available on its  website  all  employment  opportu-
     5  nities  in  the  civil service of the state and information on obtaining
     6  employment with the state, including, but not limited to,  vacancies  in
     7  the  competitive,  non-competitive  and  labor  jurisdictional  classes,
     8  announcements for upcoming  open-competitive  and  promotional  examina-
     9  tions,  test application instructions, and designations of which employ-
    10  ment opportunities are eligible to be filled by individuals  with  disa-
    11  bilities and veterans with disabilities pursuant to section fifty-five-b
    12  and section fifty-five-c, as amended by chapter six hundred three of the
    13  laws  of  nineteen  hundred  ninety-five, of this title.   The president
    14  shall work in conjunction with the New York state  department  of  labor
    15  and  the  governor's office of employee relations in order to effectuate
    16  the provisions of this section.
    17    § 2. This act shall take effect immediately.
