TITLE OF BILL:
An act to amend the economic development law, in relation to the
creation of an online, searchable database to catalogue workforce devel-
opment programs in the state
 
PURPOSE OR GENERAL IDEA OF BILL:
Provides for the creation of an online, searchable database to catalogue
workforce development programs in the state
 
SUMMARY OF SPECIFIC PROVISIONS:
Section 1. Subdivision 49 of section 100 of the economic development
law, as renumbered by chapter 781 of the laws of 2021 is renumbered
subdivision 50 and a new subdivision 49 is added.
Section 49 provides that in conjunction with the department of labor,
establish and maintain an online searchable database to catalogue and
make available information on workforce development funding programs and
may publish any analysis or reports conducted or authorized by the
department, or other state agencies or entities, on any such data,
reports or information. Additionally, this section sets up funding for
such program and procedures for implementation.
section 2. Effective date.
 
JUSTIFICATION:
New York State spends billions of dollars each year on workforce prepa-
ration and adult education, and many of the providers of these services
rely on state and federal funds. However, the funding is broken up into
more than 50 different programs, each with differing amounts, criteria
for eligibility and spending, and disbursement rules. Having a complete
listing with relevant information would be extremely useful to providers
and the public which must piece together the various funding programs.
The annual update is necessary because many of the programs' rules and
amounts change from year to.year.
