TITLE OF BILL: An act to amend the general municipal law, in relation
to authorizing the sale of cider, mead, braggot and wine at games of
chance
 
PURPOSE OR GENERAL IDEA OF BILL:
This bill seeks to expand what alcoholic beverages can be consumed or
served at games of chance.
 
SUMMARY OF PROVISIONS:
Section 1- Amends § 194 (3) of the general municipal law to permit
cider, mead, braggot and wine to be offered for sale during games of
chance.
Section 2- Effective date.
 
DIFFERENCE BETWEEN ORIGINAL AND AMENDED VERSION (IF APPLICABLE):
Removed language related to New York State Labelled Cider.
 
JUSTIFICATION:
This bill seeks to expand what alcoholic beverages can be consumed or
served at games of chance held by organizations such as Veterans of
Foreign Wars (VFW) and Elks Clubs. Current law allows these organiza-
tions to obtain a full retail for on-premise consumption license which
allows them to sever all alcoholic beverages in their bar/dining areas;
however, if these same organizations operate games of chance, such as
bingo, in another area, patrons can only be served beer. This bill just
provides patrons with options that they may request and will give these
organizations an additional revenue source.

EFFECTIVE DATE:
This act shall take effect on the one hundred eightieth day after it
shall have become a law

AN ACT to amend the general municipal law, in relation to authorizing
the sale of cider, mead, braggot and wine at games of chance
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Subdivision 3 of section 194 of the general municipal law,
2 as amended by chapter 550 of the laws of 1994, is amended to read as
3 follows:
4 3. [Service of alcoholic beverages.] Subject to the applicable
5 provisions of the alcoholic beverage control law, beer, cider, mead,
6 braggot and wine may be offered for sale during the conduct of games of
7 chance on games of chance premises as such premises are defined in
8 subdivision nineteen of section one hundred eighty-six of this article;
9 provided, however, that nothing herein shall be construed to limit the
10 offering for sale of any other alcoholic beverage in areas other than
11 the games of chance premises or the sale of any other alcoholic beverage
12 in premises where only the games of chance known as bell jar or raffles
13 are conducted.
14 § 2. This act shall take effect on the one hundred eightieth day after
15 it shall have become a law.
