MEMORANDUM IN SUPPORT OF LEGISLATION

  TITLE OF BILL: An act to amend the executive law, in relation to the women veterans coordinator   PURPOSE OR GENERAL IDEA OF BILL: The purpose of this bill is to clarify and update the duties of the women veterans coordinator within the New York State Division of Veter- ans' Services.   SUMMARY OF PROVISIONS: Section 1: Subdivision 1 of section 361-b of the executive law is, as amended by chapter 515 of the laws of 2911, is amended to include new duties for the women veterans coordinator. They include: advocating for all women veterans in the state; promoting events and activities that recognize, education and honor women veterans including veteran human rights conferences, veterans benefits and resources events and veterans cultural competence trainings, including of the contributions women veterans have made on behalf of the United States and this state on the division's website and preparing reports on topics including but not limited to demographics of women veterans, the number of women veterans listed by county and the unique needs of the women veterans population. Section 2: Effective date.   JUSTIFICATION: Chapter 271 of the laws of 1994, Chapter 358 of the laws of 1993 and Chapter 515 of the laws of 2011 were adopted in order to ensure that women veterans were part of the division of veterans' services by creat- ing the position of a women veterans coordinator within the agency. This bill updates the duties of the women veterans coordinator to reflect the many programs the division of veterans services carry out to carry out its mission in serving the entire veterans community state- wide.   PRIOR LEGISLATIVE HISTORY: New Legislation.   FISCAL IMPLICATIONS: None to the State or local governments.   EFFECTIVE DATE: This act shall take effect on the ninetieth day after it shall have become a law.

        Introduced  by M. of A. HUNTER, LUPARDO, NOLAN, BARRETT -- read once and
          referred to the Committee on Veterans' Affairs
 
        AN ACT to amend the executive law, in relation  to  the  women  veterans
          coordinator
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. Subdivision 3 of section 361-b of  the  executive  law,  as
     2  amended  by  chapter  515  of  the  laws  of 2011, is amended to read as
     3  follows:
     4    3. Establishment of women veterans coordinator. There is hereby estab-
     5  lished within the division, a "women  veterans  coordinator"  who  shall
     6  work under the direction of the director and whose duties shall include,
     7  but not be limited to, the:
     8    (a)  identification,  development,  planning, organization and coordi-
     9  nation of all statewide programs and services to meet the needs of women
    10  veterans;
    11    (b) recommendation to the  director  to  ensure  compliance  with  all
    12  existing  division  policies  and regulations pertaining to the needs of
    13  women veterans on the state and federal level and  make  recommendations
    14  regarding the improvement of benefits and services to women veterans;
    15    (c)  liaison  between  the  division,  the United States department of
    16  veterans affairs center for women veterans, the United States department
    17  of veterans affairs advisory committee on women veterans, state veterans
    18  nursing homes, state agencies, community  groups,  advocates  and  other
    19  veterans and military organizations and interested parties;
    20    (d) advocating for all women veterans in the state;
    21    (e) development and maintenance of a clearinghouse for information and
    22  resources for women veterans;
    23    [(e)]  (f)  promote  events and activities that recognize, educate and
    24  honor women veterans, including but not  limited  to  seminars  required
    25  under  subdivision  four-b  of section three hundred fifty-three of this

     1  article,  veteran  human  rights  conferences,  veterans  benefits   and
