MEMORANDUM IN SUPPORT OF LEGISLATION
submitted in accordance with Assembly Rule III, Sec 1(f)   BILL NUMBER: A3720 SPONSOR: Paulin
  TITLE OF BILL: An act to amend the public authorities law, in relation to information concerning services for human trafficking victims   PURPOSE: To require MTA facilities to provide information concerning services for human trafficking victims.   SUMMARY OF PROVISIONS: Amends the Public Authorities law to require the posting of information concerning services for human trafficking victims within MTA facilities.   JUSTIFICATION: Human trafficking is a global phenomenon that generates $150 billion in annual profits as well as ruins lives and communities. In 2021, an esti- mated 25 million people were trafficked. The convenience and anonymity of much of public transit makes it convenient for traffickers to move victims. Because transportation terminals are known hubs used to traffic victims, they are an ideal location to provide information about victim services. This information can not only inform victims, but also other travelers about the availability of services. This legislation will afford victims access to the tools and resources to hopefully escape their captors.   LEGISLATIVE HISTORY: A.10248a of 2021 and 2022, referred to corporations, authorities, and commissions. Same as 5.8679, passed senate.   FISCAL IMPLICATIONS: None   EFFECTIVE DATE: This act shall take effect on the sixtieth day after it shall have become law.

PAULIN -- read once and referred to the Committee on Corporations, Authorities and Commissions AN ACT to amend the public authorities law, in relation to information concerning services for human trafficking victims The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The public authorities law is amended by adding a new 2 section 1266-m to read as follows: 3 § 1266-m. Information concerning services for human trafficking 4 victims. 1. The authority shall make available in plain view and in a 5 conspicuous place and manner in the public restrooms and in any lacta- 6 tion rooms of any transit facility operated by the authority, informa- 7 tional cards and/or signs developed by: 8 (a) the office of temporary and disability assistance in consultation 9 with the New York state interagency task force on human trafficking; or 10 (b) the United States Department of Homeland Security. 11 2. All informational cards and signs shall only contain information 12 concerning services for human trafficking victims and shall prominently 13 include the national human trafficking hotline telephone number. 14 3. For purposes of this section, the term "lactation room" shall mean 15 a hygienic place, other than a restroom, that is intended to be used for 16 the primary purpose of breastfeeding or expressing breast milk. 17 § 2.
