  TITLE OF BILL: An act to amend the executive law, in relation to establishing the animal abuse hotline   PURPOSE OR GENERAL IDEA OF BILL: To create a 24-hour animal abuse hotline established by the attorney general's office.   SUMMARY OF PROVISIONS: Section 1 creates the 24 hour animal abuse hotline. The attorney general will designate a non-governmental organization to administer the hotline and inform the public of the availability of the hotline. Reportable incidents received by the hotline will be transmitted to the appropriate state agencies, local law enforcement, or non-governmental organizations specializing in animal protection. Section 2 establishes the effective date.   JUSTIFICATION: To ease the process of reporting issues regarding animal abuse, insti- tuting a single phone number that is accessible and constant throughout the entire state of New York is critical. This 24-hour hotline will then be able to report all issues to any appropriate state agency, local law enforcement agency, or non-governmental organization. Information regarding this hotline will be accessible to the public through the attorney general, helping residents easily report instances of animal abuse throughout our state.   PRIOR LEGISLATIVE HISTORY: 02/06/20 referred to governmental operations   FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS: None.   EFFECTIVE DATE: This act shall take effect on the one hundred eightieth day after it shall have become law.

        AN  ACT  to  amend  the  executive  law, in relation to establishing the
          animal abuse hotline
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1.  The executive law is amended by adding a new section 63-e
     2  to read as follows:
     3    § 63-e. Animal abuse hotline. 1. The attorney general shall  establish
     4  a  twenty-four  hour  animal abuse hotline. The hotline shall be a toll-
     5  free number. The  attorney  general  may  designate  a  non-governmental
     6  organization specializing in animal protection to administer the hotline
     7  established  pursuant  to  the  section. The attorney general shall take
     8  reasonable efforts to inform the  public  of  the  availability  of  the
     9  hotline.
    10    2.  When  any allegation that could reasonably constitute a reportable
    11  incident is received by the hotline, the hotline shall accept and  imme-
    12  diately  transmit  notice of the report orally and electronically to any
    13  appropriate state agencies, local law enforcement agency or  non-govern-
    14  mental organization specializing in animal protection.
    15    § 2. This act shall take effect on the one hundred eightieth day after
    16  it  shall have become a law. Effective immediately, the addition, amend-
    17  ment and/or repeal of any rule or regulation necessary for the implemen-
    18  tation of this act on its effective date are authorized to be  made  and
    19  completed on or before such effective date.
