An act to amend the education law, in relation to the New York state
masters-in-education teacher incentive scholarship program
PURPOSE:
This bill will align the Masters-in-Education Teacher Incentive Scholar-
ship Program with other state scholarship programs allowing students to
choose the college or university with the academic program and approach
that benefits them most.
SUMMARY OF PROVISIONS:
Section 1. Provides access to Masters-in-Education Teacher Incentive
Scholarship Programs awards to students who are matriculated in an
approved master's degree in Education program at a New York State post-
secondary institution.
Section 2: Effective date
JUSTIFICATION:
In 2018, New York passed the Masters-in-Education Teacher Incentive
Scholarship Program offers awards in amount up to the annual tuition
charged at a SONY or CONY institution for 500 New York State residents
seeking to become masters' educated teachers. Currently, these award
recipients must enroll in full time study in an approved master's degree
in education program at a New York State public institution of higher
education, leading to a career as a teacher in public elementary or
secondary education in New York State.
The current program does not leverage all of New York's higher education
assets in bolstering the State's teacher workforce. This bill would
ensure that the program's eligibility operates similar to other scholar-
ship programs where the funding follows the student.
Currently 70 private colleges and universities confer 61 percent of the
State's bachelor and graduate education degrees. In addition, the exist-
ing scholarship is not being fully used by SONY and CUNY students, with
only $989,000 of the $3 million in aid given for this scholarship being
utilized. Allowing private, not-for-profit colleges to participate would
not come at an additional cost to New York State or at the expense of
SONY or CONY students.
Private colleges and universities are leaders in educating teachers and
are anchor tenants in their communities. Many educate large numbers and
proportions of New York State resident students, often students from the
immediate region. Once graduated, these students fill critical positions
in public school across the State. New York students should be able to
benefit from the Masters-in-Education Teacher Incentive Scholarship
Program regardless of where they choose to attend college.

FISCAL IMPLICATIONS:
The Master's-in-Education Teacher Incentive Scholarship Program is esti-
mated to cost $1.5 million. The New York State Higher Education Services
Corporation (HESC) announced at is May 6, 2015 Board Meeting that this
scholarship program will not be implemented until the 2018-19 academic
year, therefore, this bill has no cost in the current year.
EFFECTIVE DATE:
This act shall take effect immediately.

AN ACT to amend the education law, in relation to the New York state
masters-in-education teacher incentive scholarship program
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Subdivision 1 of section 669-f of the education law, as
2 added by section 1 of subpart A of part EE of chapter 56 of the laws of
3 2015, is amended and a new subdivision 1-a is added to read as follows:
4 1. Eligibility. Students who are matriculated in an approved master's
5 degree in education program at a New York state [public institution of
6 higher education] college, as defined in subdivision two of section six
7 hundred one of this title, leading to a career as a teacher in public
8 elementary or secondary education shall be eligible for an award under
9 this section, provided the applicant: (a) earned an undergraduate degree
10 from a college located in New York state; (b) was a New York state resi-
11 dent while earning such undergraduate degree; (c) achieved academic
12 excellence as an undergraduate student, as defined by the corporation in
13 regulation; (d) enrolls in full-time study in an approved master's
14 degree in education program at a New York state [public institution of
15 higher education] college, as defined in subdivision two of section six
16 hundred one of this title, leading to a career as a teacher in public
17 elementary or secondary education; (e) signs a contract with the corpo-
18 ration agreeing to teach in a classroom setting on a full-time basis for
19 five years in a school located within New York state providing public
20 elementary or secondary education recognized by the board of regents or
21 the university of the state of New York, including charter schools
22 authorized pursuant to article fifty-six of this chapter; and (f)
23 complies with the applicable provisions of this article and all require-

1 ments promulgated by the corporation for the administration of the
2 program.
3 1-a. Preference for scholarship awards. Preference for the award of
4 scholarships shall be given to eligible students matriculated at public
5 colleges, as defined in subdivision two of section six hundred one of
6 this title, in New York state. Remaining scholarships may be awarded to
7 other eligible students matriculated at private colleges, as defined in
8 subdivision two of section six hundred one of this title, in New York
9 state.
10 § 2. This act shall take effect immediately.
