NEW YORK STATE ASSEMBLY
MEMORANDUM IN SUPPORT OF LEGISLATION
submitted in accordance with Assembly Rule III, Sec 1(f)

BILL NUMBER: A2207

SPONSOR: Glick
TITLE OF BILL: An act to amend the general business law, in relation to requiring hotels, motels and innkeepers to offer condoms for sale to registered guests   PURPOSE: To prevent the spread of sexually transmitted diseases by requiring hotels, motels and inns to make condoms available for sale.   SUMMARY OF PROVISIONS: Adds a new section 204-b to the General Business Law for sale of condoms. Provides that owners of hotels, motels or inns shall have condoms or similar prophylactics available for sale to registered quests in the registration office.   JUSTIFICATION: Over the past few years, this state has seen an enormous increase in the incidence of AIDS. Rendering laws to prevent AIDS should, therefore, be of primary concern. Medical studies have shown that proper use of condoms will minimize the risk of spreading the AIDS virus. This bill is an attempt to access such prophylactics in public accommodations.   LEGISLATIVE HISTORY: 2023-24: A.5829 Referred to Consumer Affairs and Protectionw 2019-20: A.4371 Referred to Economic Development 2017-18: A6531 Referred to economic development 2001-2: A.4229 Referred to economic development 1999-00: A.2805 Referred to economic development 1997-98: A,5127 Referred to economic development 1995-96: A74848 Referred to economic development   FISCAL IMPLICATIONS: None to the State.   LOCAL FISCAL IMPLICATIONS: None.   EFFECTIVE DATE: The act shall take effect on the ninetieth day after it shall have become law.
