A04264 Memo:

NEW YORK STATE ASSEMBLY
MEMORANDUM IN SUPPORT OF LEGISLATION
submitted in accordance with Assembly Rule III, Sec 1(f)

BILL NUMBER: A4264

SPONSOR: Paulin
TITLE OF BILL: An act to amend the general business law, in relation to requiring information concerning services for human trafficking victims to be posted in lactation rooms at truck stops   PURPOSE: To require truck stops to provide information concerning services for human trafficking victims in lactation rooms.   SUMMARY OF PROVISIONS: Section amends section 390d of the general business law, to require that truck stop operators make cards or signs available in any lactation rooms containing information on services for trafficking victims. Section 2 provides the effective date.   JUSTIFICATION: Human trafficking is a global phenomenon that generates $150 billion in annual profits. In 2021, an estimated 25 million people were trafficked. The anonymity and isolation and the opportunity for a concentration of clients in one place make truck stops ideal locations for traffickers to exploit their victims. Many victims are heavily supervised and controlled, preventing them from safely seeking help or finding resources without fear of retaliation. As known trafficking hubs, they are the best place to provide information about victim services. Chapter 391. of 2022 required trucks stops to visibly post human traf- ficking informational signs or cards in its public restrooms. This legislation would require the signs or cards to also be posted in any lactation rooms. Through this legislation, truck stops can assume a more prominent role in helping to prevent human trafficking. It will also afford victims the tools and resources to hopefully escape their captors.   LEGISLATIVE HISTORY: A.10715 of 2022, referred to economic development.   FISCAL IMPLICATIONS: None.   EFFECTIVE DATE: This law shall take effect on the same date and in the same manner as section one of chapter 391 of the laws of 2022 takes effect.
