MEMORANDUM IN SUPPORT OF LEGISLATION

  TITLE OF BILL: An act to amend the executive law, in relation to the designation of International Women's Day as a day of commemoration   PURPOSE OR GENERAL IDEA OF BILL: To establish an official day that commemorates the achievements of women through the designation of March eighth as International Women's Day.   SUMMARY OF PROVISIONS: Section one amends subdivision 3 of section 168-a of the executive law to declare the eighth of March a day of commemoration in each year, to be known as International Women's Day. Section two establishes the effective date.   JUSTIFICATION: International Women's Day is a global day celebrated on March 8th which honors the social, economic, cultural and political'achievements of women. Celebrated annually since 1911, International Women's Day marks a call to action for accelerating gender parity and promotes women's rights. Currently, 27 counties have officially adopted Women's Day as a national holiday, and it is widely observed and commemorated in several others. The 1848 Seneca Falls Convention was the first women's rights convention in the United States leading to the ultimate success of ensuring Ameri- can women have the right to vote. Given New York State's rich history as the birthplace of the women's suffrage movement, it is time for New York to officially recognize International Women's Day. This legislation will commemorate our state's historic and current lead- ership in the advancement of women's rights by recognizing March 8th, International Women's Day, as a day of commemoration each year.   PRIOR LEGISLATIVE HISTORY: New bill.   FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS: 2022 - Referred to Governmental Operations   EFFECTIVE DATE: This act shall take effect immediately.

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. Subdivision 3 of section 168-a of  the  executive  law,  as
     2  amended  by  chapter  237  of  the  laws  of 2020, is amended to read as
     3  follows:

     9  ence Day", February twenty-eighth, to be known as  "Gulf  War  Veterans'
    10  Day",  March  fourth,  to be known as "Pulaski Day", March eighth, to be
    11  known as "International Women's  Day",  March  tenth,  to  be  known  as
    12  "Harriet Tubman Day", March twenty-ninth, to be known as "Vietnam Veter-
    13  ans'  Day",  April  ninth,  to  be known as "POW Recognition Day", April
    14  twenty-seventh, to be known as "Coretta Scott King Day",  April  twenty-
    15  eighth, to be known as "Workers' Memorial Day", the first Tuesday in May
