MEMORANDUM IN SUPPORT OF LEGISLATION

  TITLE OF BILL: An act to amend the executive law, in relation to the listing of county and city veterans' service agencies   PURPOSE OR GENERAL IDEA OF BILL: Requires the New York State Division of Veterans' Affairs to post on their website a listing of the local veterans' service agencies with the name, location, hours of operation and contact information for each county and city veterans' service agency in the State of New York. The division shall also provide and update this information in its annual report to the governor and the Legislature annually.   SUMMARY OF PROVISIONS: Section 1: Amends Section 353 of the executive law by adding a new subdivision 24. Section 2: Sets the effective date.   JUSTIFICATION: Veterans service on the local level began before 1887 when care of veterans and their families was administered by the G.A.R. (Grand Army of the Republic). As early as 1887, New York State law provided for care of veterans. In 1945, Article 17 Section 353 was enacted to establish County Veterans' Service Agencies. Directors and staff must be know- ledgeable about laws and benefits on the federal, state and local level so that they are able to assist veterans and family members who seek help in navigating on how to obtain benefits that the veteran or family member may be eligible to receive. By requiring the posting of this information on the Division of Veter- ans' Affairs website, it will make it easier for veterans and family members to locate these offices.   PRIOR LEGISLATIVE HISTORY: 2018: A.11024 - passed Assembly   FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS: Minimal.   EFFECTIVE DATE: This act shall take effect on the ninetieth day after it shall have become a law.

        Introduced  by M. of A. STERN -- read once and referred to the Committee
          on Veterans' Affairs
 
        AN ACT to amend the executive law, in relation to the listing of  county
          and city veterans' service agencies
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. Section 353 of the executive law is amended by adding a new
     2  subdivision 24 to read as follows:
     3    24. To maintain a listing on  the  division's  website  of  the  local
     4  veterans' service agencies established pursuant to section three hundred
     5  fifty-seven  of this article with the name, location, hours of operation
     6  and contact information of each county and city veterans' service  agen-
     7  cy.  The  division  shall  also  provide  this information in its annual
     8  report to the governor and  the  legislature  as  required  pursuant  to
     9  subdivision  eleven  of this section. Information under this subdivision
    10  shall be maintained and updated annually.
    11    § 2. This act shall take effect on the ninetieth day  after  it  shall
    12  have become a law.
