TITLE OF BILL:
An act to amend the executive law, in relation to the provision of
informational materials on economic abuse
 
PURPOSE:
This legislation would require the creation and distribution of informa-
tional materials on economic abuse and the resources available to those
in need.
 
SUMMARY OF SPECIFIC PROVISIONS:
Section one amends the executive law by adding a new section 76.
Section two establishes the effective date.
 
JUSTIFICATION:
According to the National Coalition Against Domestic Violence, more than
90% of domestic violence survivors have suffered economic abuse.
Economic abuse often involves coerced debt, whereby an abuser threatens,
intimidates or otherwise forces a partner to incur debts against their
will.
While efforts have been made over the years to provide greater assist-
ance to those experiencing physical violence, it is just as critical
that domestic violence survivors be equipped with the information and
resources necessary to overcome economic abuse. Providing information
and resources to overcome economic abuse at temporary shelters, local
social service offices, police departments and childcare facilities will
help get this information into the hands of those who may need it. This
legislation will help more survivors attain safety and stability.

AN ACT to amend the executive law, in relation to the provision of
informational materials on economic abuse
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. The executive law is amended by adding a new section 576 to
2 read as follows:
3 § 576. Informational materials on economic abuse. 1. In furtherance of
4 the activities required in subdivision three of section five hundred
5 seventy-five of this article, the office shall create informational
6 materials on economic abuse and describe how it is a form of domestic
7 violence. Such materials shall provide information on the impact of
8 economic abuse, how to identify and prevent economic abuse including but
9 not limited to coerced debt, and the resources available to individuals
10 suffering from economic abuse.
11 2. The informational materials required pursuant to subdivision one of
12 this section shall be provided to domestic violence shelters, local
13 social services districts, local police departments, and local childcare
14 facilities to be distributed to potential victims of domestic violence.
15 § 2. This act shall take effect on the ninetieth day after it shall
16 have become a law. Effective immediately, the addition, amendment and/or
17 repeal of any rule or regulation necessary for the implementation of
18 this act on its effective date are authorized to be made on or before
19 such effective date.
