NEW YORK STATE ASSEMBLY
MEMORANDUM IN SUPPORT OF LEGISLATION
submitted in accordance with Assembly Rule III, Sec 1(f)

BILL NUMBER: A6244

SPONSOR: Englebright (MS)
TITLE OF BILL: An act to amend the environmental conservation law, in relation to posting information regarding the issuance of permits for a public water supply on the department of environmental conservation's website   PURPOSE OR GENERAL IDEA OF BILL: This bill establishes transparency by posting information regarding the issuance of permits for a public water supply on the department of envi- ronmental conservation's (DEC's) website.   SUMMARY OF PROVISIONS: Amends Section 15-1503 of the environmental conservation law to require certain information be reported and published on the DEC website.   DIFFERENCE BETWEEN ORIGINAL AND AMENDED VERSION (IF APPLICABLE):   JUSTIFICATION: The public should be afforded increased transparency by being able to easily access the results of well monitoring, as well as, maximum pump- ing capacity by requiring the DEC to publish monitoring reports for municipal-owned wells. These monitoring reports are already required in statute; this bill simply allows the public access to these reports via the DEC website.   PRIOR LEGISLATIVE HISTORY: 2018: A.9833 (Skoufis) passed assembly   FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS: Minimal.   EFFECTIVE DATE: This act shall take effect on the ninetieth day after it shall become law.
