MEMORANDUM IN SUPPORT OF LEGISLATION
submitted in accordance with Assembly Rule III, Sec 1(f)
TITLE OF BILL: An act to amend the mental hygiene law, in relation to protecting the communication rights of individuals with disabilities PURPOSE:: To affirm and protect the right of individuals with disabilities to use their preferred method of communication. SUMMARY OF PROVISIONS:: This bill establishes a communication bill of rights, to affirm the right of individuals with disabilities to communicate in their preferred manner and utilize communication supports that meet their needs. Provid- ers and staff shall ensure and acknowledge those rights. PRIOR LEGISLATIVE HISTORY:: None. FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS:: To be determined. EFFECTIVE DATE:: This act shall take effect 180 days if it becomes law.
