Assembly Resolution No. 57

AMENDING Rule I of the Assembly Rules, in relation
to a vacancy in the office of the Speaker
RESOLVED, That Section 2 of Rule I of the Assembly Rules is amended
to read as follows:
§ 2. Vacancy. Whenever a vacancy shall occur in the office of the
Speaker, the Majority Leader shall be the Acting Speaker until the
Assembly [shall re-assemble] elects a Speaker, which election shall be
held no later than ninety days after such vacancy shall occur. The date
for such election shall be set by resolution of the House. No candidate
for Speaker shall have served as Speaker for the immediately preceding
eight years. Each candidate for Speaker shall be available to answer
questions from the members in open session about the candidate's
qualifications, background, experience, objectives, plans and proposals,
subject to the normal rules of debate that apply to the House.
Notwithstanding any rules to the contrary, each member shall have the
opportunity to explain the member's vote for Speaker, not to exceed two
minutes in length.
