CONCURRENT RESOLUTION OF THE SENATE AND ASSEMBLY
proposing an amendment to section 14 of article 3 of the constitution,
in relation to the procedure for voting non-recurring revenue items
taxes
1 Section 1. Resolved (if the Assembly concur), That the opening para-
2 graph of section 14 of article 3 of the constitution be amended to read
3 as follows:
4 No bill shall be passed or become a law unless it shall have been
5 printed and upon the desks of the members, in its final form, at least
6 three calendar legislative days prior to its final passage, unless the
7 governor, or the acting governor, shall have certified, under [his or
8 her] such person's hand and the seal of the state, the facts which in
9 [his or her] the governor's, or the acting governor's, opinion necessi-
10 tate an immediate vote thereon, in which case it must nevertheless be
11 upon the desks of the members in final form, not necessarily printed,
12 before its final passage; nor shall any bill, except as provided in this
13 section, be passed or become a law, except by the assent of a majority
14 of the members elected to each branch of the legislature; nor shall any
15 bill which provides revenue to the state or any political subdivision
16 thereof in a manner that is non-recurring, be passed or become a law,
17 except by the assent of two-thirds of the members elected to each branch
18 of the legislature voting separately; and upon the last reading of a
19 bill, no amendment thereof shall be allowed, and the question upon its
20 final passage shall be taken immediately thereafter, and the ayes and
21 nays entered on the journal.
22 § 2. Resolved (if the Assembly concur), That the foregoing amendment
23 be referred to the first regular legislative session convening after the
24 next succeeding general election of members of the assembly, and, in
25 conformity with section 1 of article 19 of the constitution, be
26 published for 3 months previous to the time of such election.
