TITLE OF BILL:
An act to direct the office of general services to conduct a feasibility
study on installing solar panels on all public buildings under the
jurisdiction of the office of general services; and providing for the
repeal of such provisions upon expiration thereof
 
PURPOSE OR GENERAL IDEA OF BILL:
To conduct a study on the viability and cost of installing solar panels
on all public buildings under the jurisdiction of the office of general
services.
 
SUMMARY OF PROVISIONS:
Section 1: The Office of General Services shall, in consultation with
the Department of Environmental Conservation, conduct a study on the
viability and cost of installing solar panels on all public buildings.
Section 2: No longer than one year after the effective date of this act,
the office of general service shall report its findings of such study to
the governor and the legislature
Section 3: This act shall take effect immediately and shall expire and
be deemed repealed one year after such effective date.
 
JUSTIFICATION:
Global warming is changing the face of our world. The increase 'levels
of greenhouse gas emissions since the dawn of the industrial revolution
has caused the global temperature of the Earth to rise in a startling
rate. This has led to the melting of ice caps, rising sea levels, severe
droughts (as we saw in California), devastating weather conditions, and
has affected our habitats and wildlife. This should not come as news to
anyone, but with the acknowledgment off global warming, there must also
come State and Federal level changes to address such catastrophic disas-
ters. We have seen increased usage of green energy and programs around
the world to grow more trees has taken hold.
This legislation will seek to continue the good work that we do. By
conducting a study on the viability of solar panels on government build-
ings, we can work towards effectively reducing our carbon footprint in a
meaningful way all while promoting the use of green energy.

AN ACT to direct the office of general services to conduct a feasibility
study on installing solar panels on all public buildings under the
jurisdiction of the office of general services; and providing for the
repeal of such provisions upon expiration thereof
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. The office of general services, in consultation with the
2 department of environmental conservation, shall study the cost and
3 viability of installing solar panels on all public buildings under the
4 jurisdiction of the office of general services. Such study shall also
5 identify buildings that have a historic design that the office deter-
6 mines shall be unduly burdened by solar panels; and buildings that the
7 office determines do not receive adequate sunlight to justify the cost
8 of installation of solar panels.
9 § 2. No later than one year after the effective date of this act, the
10 office of general services shall report its findings of such study to
11 the governor and the legislature, as described under section one of this
12 act.
13 § 3. This act shall take effect immediately, and shall expire and be
14 deemed repealed one year after such effective date.
