MEMORANDUM IN SUPPORT OF LEGISLATION
submitted in accordance with Assembly Rule III, Sec 1(f)
BILL NUMBER: A7013 SPONSOR: Peoples-Stokes
TITLE OF BILL: An act to amend the education law, in relation to establishing the university at Buffalo institute for African American studies; and making an appropriation therefor   PURPOSE: The purpose of this bill is to establish an African American Research Institute at the State University of New York at Buffalo. The African American Research Institute will engage students in intellectual collab- orations, address contemporary issues which confront peoples of African American descent, and sponsor lectures, conferences, workshops and publications related to African American issues.   SUMMARY OF PROVISIONS: To amend Section 1. Article 5 of the education law by adding a new part 1-B. Part 1-B creates Section 244-a, which defines the University at Buffalo Research Institute for African American Studies. Section 244-b defines the purpose of the Research Institute for African American Studies. Section 244-c defines funding and reporting for Research Institute for African American Studies. Section 244-c establishes that the University at Buffalo's Research Institute for African American Studies shall annually submit a complete and detailed report to the Chancellor of the State University, the pres- ident of the State University at Buffalo, director of the budget, the chairs of the Senate and Assembly Higher Education committees, the chair of the Senate Finance committee and the chair of the Assembly Ways and Means committee.   JUSTIFICATION: An Institute for African American Studies will employ a variety of inno- vative methodologies, transforming the social sciences and legitimizing race as a salient and important theme, worthy of further exploration. The creation of an Institute for African American Studies can draw upon a body of literature and the tradition of the field to create a forum that will facilitate the ability of scholars from various departments to engage in interdisciplinary transnational scholarship and intellectual collaborations. The Institute will bring together scholars, students and practitioners, who conduct research in the U.S., Asia, the Caribbean, Europe, Latin American and Africa. Among major reputable research insti- tutions in the US, none lack a research center in African American Studies; furthermore, there is no such institute at any of the SUNY research centers. Since the University at Buffalo is a major research center in the SUNY system situated in a region that is saturated in palpable African American History (i.e.Niagara Movement, Underground Railroad, Colored Musicians Club, etc.), the University at Buffalo is poised to undertake and propel such an institute.   LEGISLATIVE HISTORY: A9423 of 2007/2008; A2225 of 2009/2010; A1003 of 2011/2012; A3839 of 2013/2014; A2563 of 2015/2016; A2130 of 2017/2018   FISCAL IMPLICATIONS: The sum of one hundred thousand dollars ($100,000), or so much thereof as may be necessary, to be appropriated to the University at Buffalo for the purpose of carrying out the provisions of this act.   EFFECTIVE DATE: This act shall take effect immediately.

PEOPLES-STOKES, COOK, RIVERA -- read once and referred to the Committee on Higher Education AN ACT to amend the education law, in relation to establishing the university at Buffalo institute for African American studies; and making an appropriation therefor The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Article 5 of the education law is amended by adding a new 2 part 1-B to read as follows: 3 PART 1-B 4 THE INSTITUTE FOR AFRICAN AMERICAN STUDIES 5 Section 244-a. The university at Buffalo institute for African American 6 studies. 7 244-b. Purposes of the institute for African American studies. 8 244-c. Funding and reporting. 9 § 244-a. The university at Buffalo institute for African American 10 studies. The university at Buffalo institute for African American 11 studies is hereby established under the jurisdiction of the state 12 university of New York. The institute for African American studies shall 13 be administered as a program of the state university in accordance with 14 the policies of the trustees of the state university. 15 § 244-b. Purposes of the institute for African American studies. The 16 purposes of the institute for African American studies shall be to: 17 1. Provide an educational setting for students, scholars and practi- 18 tioners to engage in interdisciplinary scholarship and intellectual 19 collaborations focusing on peoples of American and African descent, and 20 their relations to each other. 21 2. Address contemporary issues that confront peoples of American and 22 African descent. 23 3. Conduct interdisciplinary and regional studies to address public 24 policy, create models and provide outreach into the community. Sponsor lectures, conferences, workshops and publications related 2 to African American issues. 3 § 244-c. Funding and reporting. Funds shall be made available for the 4 support of the institute for African American studies in the amounts 5 appropriated for this purpose. The university at Buffalo institute for 6 African American studies shall annually submit a complete and detailed 7 report setting forth its operations and accomplishments to the chancel- 8 lor of the state university, the president of the state university at 9 Buffalo, the director of the budget, and the chairs of the senate high- 10 er education committee, the senate finance committee, the assembly high- 11 er education committee and the assembly ways and means committee. 12 § 2. The sum of one hundred thousand dollars ($100,000), or so much 13 thereof as may be necessary, is hereby appropriated to the university at 14 Buffalo institute for African American studies out of any moneys in the 15 state treasury in the general fund to the credit of the state purposes 16 account, not otherwise appropriated. Such moneys shall be payable on the 17 audit and warrant of the comptroller on vouchers certified or approved 18 by the president of the state university at Buffalo. 19 § 3. This act shall take effect immediately.
