        AN  ACT  to  amend  the  civil service law, in relation to employment of
          peace officers and police officers
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1.  The  civil service law is amended by adding a new section
     2  55-d to read as follows:
     3    § 55-d. Employment of peace officers and police  officers.  No  person
     4  shall  be  eligible  for provisional or permanent appointment as a peace
     5  officer or police officer of the state or of  any  county,  city,  town,
     6  village or authority if such person has been previously convicted of any
     7  offense or violation of the civil rights law or the human rights law.
     8    §  2.  Section  75 of the civil service law is amended by adding a new
     9  subdivision 3-b to read as follows:
    10    3-b. Suspension pending determination of charges and penalties  relat-
    11  ing  to  peace officers and police officers employed by the state or any
    12  county, city, town, village or authority. Pending the hearing and deter-
    13  mination of charges of any offense or violation of the civil rights  law
    14  or  the  human  rights  law,  a  peace  officer or police officer may be
    15  suspended without pay for a period not exceeding thirty  days.  If  such
    16  officer is found guilty of the charges such officer shall be immediately
    17  dismissed.
    18    § 3. This act shall take effect immediately.
