TITLE OF BILL:
An act to amend the highway law, in relation to designating a portion of
the state highway system as the "SP4 C. Jay Hall Memorial Highway"
 
PURPOSE OR GENERAL IDEA OF BILL:
Designates a portion of State route 77 in the Town of Pembroke, Genesee
County, as the "SP4 C. Jay Hall Memorial Highway".
 
SUMMARY OF SPECIFIC PROVISIONS:
Section 1- Amends the highway law by adding a new section 344-1, which
designates a portion of the state highway system as the "SP4 C. Jay Hall
Memorial Highway". The designated section is that portion of state route
77 from the southerly bounds of the Pembroke Town park northerly to the
intersection of Indian Falls Road in the Town of Pembroke.
Section 2 - Provides that the Commissioner of Transportation shall
provide for the installation and maintenance of adequate signing as
designated in this act. The designation will be for ceremonial purposes
only, and the roads official name will not be changed as a result of
this act.
Section 3 - provides that the act shall take effect immediately.
 
JUSTIFICATION:
Specialist Four Clarence "C. Jay" Hall served as a rifleman in the
United States Army in Binh Duong, Vietnam. On October 7, 1969, he was on
a reconnaissance patrol in an area of known enemy activity. He and his
group were suddenly subjected to an intense attack from enemy forces.
With complete disregard for his personal safety, Specialist Hall exposed
himself to hostile fire while his comrades were able to obtain cover.
During this action, he was mortally wounded. Specialist Hall earned the
NYS Conspicuous Service Cross, the National Defense Service Medal, the
Vietnam Service Medal with One Bronze Star, Vietnam Campaign Ribbon,
Combat Infantryman Badge and the Silver Star, which is the nation's
third highest award for valor. The Veteran's Outreach Club and the
Government classes of the Pembroke Jr. /Sr. High School have requested
that this legislation be introduced to honor this brave veteran from the
Town of Pembroke who made the ultimate sacrifice for his country. The
bill is also supported by the Genesee County Legislature, the Pembroke
Central School District, the Village of Corfu Board of Trustees and the
Pembroke Teacher's Federation.

AN ACT to amend the highway law, in relation to designating a portion of
the state highway system as the "SP4 C. Jay Hall Memorial Highway"
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. The highway law is amended by adding a new section 344-l to
2 read as follows:
3 § 344-l. Portion of the state highway system to be designated as the
4 "SP4 C. Jay Hall Memorial Highway". All that portion of the state high-
5 way system constituting state route seventy-seven from the southerly
6 bounds of the Pembroke Town Park northerly to the intersection of Indian
7 Falls Road in the town of Pembroke, county of Genesee, shall be desig-
8 nated and known as the "SP4 C. Jay Hall Memorial Highway".
9 § 2. The commissioner of transportation shall provide for the instal-
10 lation and maintenance of adequate signing of the state highway system
11 as designated pursuant to section one of this act. However, to avoid
12 confusion and to limit any possible disruption of commerce, the desig-
13 nation called for pursuant to section one of this act shall be one of
14 ceremonial nature and the official name of such highway shall not be
15 changed as a result of this act.
16 § 3. This act shall take effect immediately.
