  TITLE OF BILL: An act to amend the public authorities law, in relation to the metropolitan transportation authority providing signs that would give the public immediate instruction on how to react to a fall onto the transit facility tracks   SUMMARY OF SPECIFIC PROVISIONS: Section 1 of the bill amends section 1277 of the public authorities law by adding a new section 1277-b, which provides that the MTA shall create and post signage in a clear and conspicuous manner. The sign shall be in at least sixteen-point font, and will instruct the public on how to react in the event that a person falls onto the subway tracks. Such signage shall be posted in every station. Section 2 provides that this act shall take effect one year after it shall have become.   JUSTIFICATION: On average, 134 people fall onto the subway tracks and are struck by trains each year, with 41 of those resulting in a fatality. In 2012, 141 people were struck, with 55 fatalities, and in 2013, 151 people were struck with 53 fatalities. Despite these incidents, the MTA has no established public instruction on the best way to react in the event that an individual falls onto the tracks. Signs that provide immediate public instruction could allow subway riders to react immediately, while leading to less incidents and fatalities.   PRIOR LEGISLATIVE HISTORY: S4350A of 2015-16 A8536 of 2017-18   FISCAL IMPLICATION: None to the State.   EFFECTIVE DATE: This act shall take effect one year after it shall have become law.

        AN ACT to amend the public authorities law, in relation to the metropol-
          itan  transportation  authority  providing  signs  that would give the
          public immediate instruction on how to react to a fall onto the trans-
          it facility tracks
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1.  The  public  authorities  law  is amended by adding a new
     2  section 1277-b to read as follows:
     3    § 1277-b. Emergency transit facility signs.  1.  The  authority  shall
     4  create  and  post signage in a clear and conspicuous manner, in at least
     5  sixteen point font that will instruct the public on how to react when an
     6  individual falls onto the transit facility tracks.
     7    2. Such signage shall be posted on every transit facility station.
     8    § 2. This act shall take effect one year after it shall have become  a
